Նախագահական ինստիտուտը եւ խորհրդարանը լուրջ հարվածի տակ են, ոչ միայն արտաքին թշնամիների, այլ ներքին որոշ գործիչների շրջանակների կողմից: Այս մասին Արցախի հանրային հեռուստաընկերությանը տված հարցազրույցում ասել է Արցախի ԱԺ նորընտիր նախագահ Դավիթ Իշխանյանը:

«Երբ որ մենք խոսում ենք միասնականությունից, համախոհությունից, ապա մեր հասարակության մեջ այնքան ձեւավորված եւ հեշտ մարսվող տեսակետներ կան,  որ խորհրդարանը իր դեր մեջ չէ, խորհրդարանը իրականությունից կտրված է, որ ամեն ինչ փորձում են մեկնաբանել եւ ներկայացնել, որ սա քաղաքական ինչ-որ շահեր է ներկայացնում, այս կամ այն քաղաքական ուժը փորձում է  ինչ-որ քաղաքական դիվիդենտներ ստանալ, բայց նորից եմ ասում՝ բոլոր որոշումներից խորհրդարանն անմասն չէ: Ես կարող եմ մեկ այլ օրինակ բերեմ հակառակ տեսանկյունից. Ստեփանակերտի Վերածննդի հրապարակում կանգնած ավտոբուսների շարանը, որ պետք է շարժվի Հակարիի կամուրջ խորհրդարանի հետ քննարկվե՞լ է: Խորհրդարանակաները պետք է գնան ավտոբուսի մեջ նստեն ու գնա՞ն, ես չեմ կասկածում մեր պատգամավորների վրա, եւ նրանց մեջ կան այնպիսի պատգամավորներ, որ 90-ականներից մինչեւ 2020 թվականը ուղղակի արյուն են տվել, եւ չէին կարող այս մարդիկ իրականությունից կտրված լինեին: Կարող եմ ասել, որ խորհրդրանաի եւ ժողովրդի միջեւ կապը կտրված է, կա բաց եւ սա ունի իր օբյեկտիվ եւ սուբեկտիվ պատճառները»,-ասաց Իշխանյանը՝ նշելով, որ կարող են այս բացը լրացնել:

 ԱԺ նախագահը հավելեց, որ բացը կարելի է լրացնել երկխոսության միջոցով:
