Ադրբեջանը և Հայաստանը պատրաստ չեն ցանկացած պայմաններով խաղաղության պայմանագրի կնքմանը, անհրաժեշտ է դեռ լուծել որոշ բարդ խնդիրներ։
Այս մասին ТАСС գործակալությանը տված հարցազրույցում հայտարարել է ՌԴ ԱԳՆ ԱՊՀ երկրների չորրորդ դեպարտամենտի տնօրեն Դենիս Գոնչարը։
«Խաղաղությանը շուտափույթ հասնելու հանձնառության մասին Բաքվից ու Երևանից ազդակները չեն նշանակում, որ կողմերը պատրաստ են համաձայնվել ցանկացած պայմանի։ Դեռ պետք է լուծումներ գտնել մի շարք բարդ թեմաների շուրջ»,- ասել է նա՝ պատասխանելով այն հարցին, թե ինչ խնդիրներ են խոչընդոտում երկու երկրներին խաղաղություն հաստատելու համար։
Ինչպես նշել է դիվանագետը, դրանցից կարևորագույնը «Ադրբեջանի իրավական դաշտի շրջանակներում Լեռնային Ղարաբաղի հայկական բնակչության անվտանգության ապահովման և համընդհանուր իրավունքների պահպանման հիմնախնդիրներն են»։ «Համապատասխան տրամաբանությունը կողմերը որոշել են 1991 թվականի Ալմա-Աթայի հռչակագրի գործառնականության փոխադարձ հաստատումից հետո։ Պահանջված է նաև պայմանագրի իրականացմանը միջազգային աջակցության մեխանիզմը, որը հարցականի տակ չէր դնի Հայաստանի և Ադրբեջանի ինքնիշխանությունն ու քաղաքական անկախությունը»,- հավելել է Գոնչարը։
Նա ընդգծել է, որ Ռուսաստանն ակտիվորեն աջակցում է կողմերին խաղաղության պայմանագրի նախապատրաստման հարցում։ «Հայ-ադրբեջանական խաղաղության պայմանագրի նախապատրաստումը հանդիսանում է Ռուսաստանի, Ադրբեջանի նախագահների և Հայաստանի վարչապետի եռակողմ պայմանավորվածությունների տարրերից մեկը։ Ռուսական կողմն ակտիվորեն աջակցում է Բաքվին ու Երևանին այդ փաստաթղթի նախապատրաստման համար՝ բոլոր մակարդակներում կիրառելով քաղաքական-դիվանագիտական ալիքներ։ Ամեն տարի անց են կացվում եռակողմ գագաթնաժողովներ, պարբերաբար հանդիպում են արտաքին գործերի նախարարները»,- ասել է ՌԴ ԱԳՆ ԱՊՀ երկրների չորրորդ դեպարտամենտի տնօրենը՝ հիշեցնելով, որ 2022 թվականի ապրիլին նշանակվել և ակտիվորեն գործում է Ադրբեջանի ու Հայաստանի հարաբերությունների կարգավորմանն աջակցության հարցերով ՌԴ ԱԳ նախարարի հատուկ ներկայացուցիչ Իգոր Խովաևը։
