«Փաստ» օրաթերթը գրում է
Կառավարության N1909-Ն որոշմամբ հաստատված է Հրազդանի ջրավազանային կառավարման տարածքի 2022-2027 թթ. պլանը, ինչը մակերևութային և ստորերկրյա ջրային ռեսուրսների համապարփակ կառավարման փաստաթուղթ է: Հրազդանի ջրավազանային կառավարման տարածքը ներառում է 2 գետավազանային տարածք՝ Հրազդան և Քասախ, և 6 վարչական տարածք՝ Երևանի, Կոտայքի, Գեղարքունիքի, Արագածոտնի, Արարատի և Արմավիրի մարզերը: Հրազդանի ջրավազանային կառավարման տարածքն ընդգրկում է Արարատյան դաշտի կենտրոնական մասը, որտեղ իրականացվում է ստորերկրյա ջրային ռեսուրսների ինտենսիվ օգտագործում, հատկապես ոռոգման և ձկնաբուծական նպատակով։
Հանրային քննարկման ներկայացված նախագծով առաջարկվում է արգելել գրունտային ջրերի օգտագործումը ձկնաբուծական նպատակով, իսկ այլ նպատակներով՝ միայն ջրախնայող համակարգերի առկայության դեպքում։ Պատճառն այն է, որ իրականացված ուսումնասիրությունների արդյունքները ցույց են տալիս, որ Արարատյան դաշտում տեղի է ունենում ստորերկրյա ջրերի հյուծում և աղտոտում, անընդհատ իջնում են ստորերկրյա ջրերի ճնշումները և մակարդակները, ինչի հետևանքով նաև բարձրանում է դրանց ընդհանուր հանքայնացումը և կոշտությունը: Նման պայմաններում ստորերկրյա ջրերի շահագործումը կհանգեցնի ավազանի ստորերկրյա ջրերի շատրվանող գոտու անհետացմանը և դրանց աղտոտմանը, ինչի հետևանքով ջրերը կդառնան խմելու համար ոչ պիտանի:
Այս խնդիրները հանգեցրել են նաև գրունտային ջրային ռեսուրսների հյուծմանը, հենց այս հիմնավորմամբ էլ առաջարկվում է արգելել ձկնաբուծական նպատակով ջրօգտագործման թույլտվությունների տրամադրումը, իսկ այլ նպատակներով ջրօգտագործման թույլտվությունները տրամադրել միայն ջրախնայող համակարգերի ներդրման դեպքում։ Ըստ նախարարության՝ նման սահմանափակումներն առիթ կդառնան, որպեսզի ջրօգտագործողները ներդնեն ջրախնայող՝ կաթիլային կամ անձրևացման եղանակով ոռոգման և ջրի շրջանառու համակարգեր: Սա կհանգեցնի ստորերկրյա ջրային ռեսուրսների պահպանությանն ու վերականգնմանը։
