«Փաստ» օրաթերթը գրում է

Աշխատանքի և սոցիալական հարցերի նախարարությունն առաջարկում է լրացում կատարել կառավարության 2021 թ. դեկտեմբերի 23-ի թիվ 2169-Լ որոշման մեջ, որով սահմանված է ընտանիքում 3-րդ և յուրաքանչյուր հաջորդ նոր ծնված երեխայի ծննդյան կապակցությամբ 50 հազար դրամ աջակցություն նշանակելու և վճարելու կարգը։ Կատարված փոփոխությամբ վերանայվել է նոր ծնված երեխայի ծննդյան կարգաթվի որոշման կարգը, և ներկայում հաշվի է առնվում նաև նոր ծնված երեխայի հարազատ կամ համամայր կամ համահայր՝ զինծառայող քույրը կամ եղբայրը, եթե նա մահացել է ՀՀ պաշտպանության մարտական գործողություններին մասնակցելու, հակառակորդի հետ շփման գծում մարտական հերթապահության, հատուկ առաջադրանք կատարելու ժամանակ կամ հակառակորդի նախահարձակ գործողության հետևանքով։

Օրինակ՝ ընտանիքի երեք երեխաներից մեկը զոհվել է ռազմական գործողության ընթացքում, նույն ընտանիքում ծնվում է չորրորդ երեխան, և երբ պետությունը ընտանիքին դրամական աջակցություն է տրամադրում, այդ ընտանիքում ծնված երեխաների ընդհանուր թվում ընդգրկում է ընտանիքի այն զավակին, որը զոհվել է ռազմական գործողությունների ժամանակ: Այս նախագծով հստակեցվում է, որ զինծառայողը համարվում է զոհված նաև այն դեպքում, եթե նա մահացել է զինվորական ծառայությունից սահմանված կարգով արձակվելուց հետո, սակայն ՀՀ պաշտպանության մարտական գործողություններին մասնակցելու, հակառակորդի հետ շփման գծում մարտական հերթապահության, հատուկ առաջադրանք կատարելու, հակառակորդի նախահարձակ գործողության կամ պարտադիր զինվորական ծառայության ժամանակ ծագած հիվանդության կամ ստացած վնասվածքի հետևանքով։

Միաժամանակ հստակեցվում են զինծառայողի՝ զինվորական ծառայության ժամանակ ծագած հիվանդության կամ ստացած վնասվածքի հետևանքով զոհվելը հավաստող փաստաթղթերը, նշվում է, թե որ դեպքում պետական որ մարմիններն են իրավասու տրամադրելու տեղեկանքներ ընտանիքներին: Նշվում է, որ նախագիծը բխում է կառավարության 2021-2026 թթ. ծրագրի 4.1-ին կետից, մասնավորաբար՝ ժողովրդագրական իրավիճակի բարելավման համատեքստում մշակվելու է օրենքի նախագիծ՝ հստակ ամրագրելով ծնունդների խրախուսումներն ու բազմազավակ ընտանիքներին տրամադրվող սոցիալական երաշխիքները, այդ թվում՝ ընտանիքներին 3-րդ և հաջորդ երեխաների համար մինչև 6 տարեկանը ամսական 50 հազար դրամ աջակցություն տրամադրելու ձևով:
