Անհրաժեշտ են հրատապ քայլեր՝ ապահով միջավայր ստեղծելու ուղղությամբ. ՄԻՊ-ը՝ «Ձորակ» կենտրոնի մասին

Մարդու իրավունքների պաշտպան Անահիտ Մանասյանի նախաձեռնությամբ այսօր՝ հուլիսի 27-ին, անցկացվել է «Երևանի N 34 նախադպրոցական ուսումնական հաստատություն» ՀՈԱԿ և «Ձորակ» հոգեկան առողջության խնդիրներ ունեցող անձանց խնամքի կենտրոն ՊՈԱԿ կատարած այցերի արդյունքնում արձանագրված խնդիրների վերաբերյալ աշխատանքային քննարկում:
Մասնակցել են Աշխատանքի և սոցիալական հարցերի նախարարի տեղակալ Ռուբեն Սարգսյանն ու գերատեսչության այլ ներկայացուցիչներ, ներկայացուցիչներ Կրթության, գիտության, մշակույթի և սպորտի նախարարությունից, Արաբկիր վարչական շրջանի աշխատակազմից, Առողջապահության և աշխատանքի տեսչական մարմնից, Կրթության տեսչական մարմնից և Քաղաքաշինության կոմիտեից:
Հանդիպման կազմակերպման համար հիմք են հանդիսացել Պաշտպանի և ՄԻՊ աշխատակազմի կողմից հոգեկան առողջության կենտրոն և մանկապարտեզ իրականացված չհայտարարված այցերը, որոնց ժամանակ արձանագրվել են խնդիրներ, մասնավորապես կապված հոգեկան առողջության կենտրոնի և մանկապարտեզի մեկ վայրում տեղակայված լինելու անհամատեղելիության հետ:
Պաշտպանը՝ ողջունելով հյուրերին, կարևորել է հանդիպման անցկացումը, քանի որ ինչպես երեխաների, այնպես էլ խոցելի խմբերի ներկայացուցիչների իրավունքների պաշտպանությանը վերաբերելի ցանկացած հարց պահանջում է հրատապ լուծում:
«Իրավիճակին տեղում ծանոթանալու համար մենք դեռևս մայիսին էինք այցելել «Ձորակ» կենտրոն։ Հունիսին ևս երկու չհայտարարված այց ենք իրականացրել: Տարբեր բնույթի խնդիրներ ենք արձանագրել, որոնք լուծման առաջարկներով ուղարկվել են պետական իրավասու կառույցներ։ Ցանկանում եմ արձանագրել, որ մանկապարտեզի և խնամքի կենտրոնի գտնվելը նույն վայրում անհամատեղելի է։ Խնդիրների լուծման տարբերակներ գտնելու համար անհրաժեշտ է համագործակցության մշակույթի ձևավորում»,- նշել է Պաշտպանը:
Միևնույն ժամանակ Անահիտ Մանասյանը ընդգծել է, որ անհրաժեշտ է հրատապ քայլեր ձեռնարկել երեխաների համար անվտանգ և ապահով, ինչպես նաև ֆիզիկական և հոգեկան առողջ զարգացման նպաստավոր միջավայր ստեղծելու ուղղությամբ:
Քննարկման շրջանակներում կարևորվել է ինչպես խնամքի կենտրոնի և մանկապարտեզի շահառուների, այնպես էլ հարակից տների բնակիչների իրավունքների պաշտպանությանն առնչվող հարցեր: Այս համատեքստում ընդգծվել է անվտանգային միջավայրի ապահովման կարևորությունը՝ բացառելով կողմերից որևէ մեկի իրավունքի խախտումը:
Քննարկման ավարտին Պաշտպանը շնորհակալություն է հայտնել հյուրերին մասնակցության համար և նշել, որ հանդիպման շրջանակում բարձրաձայնված կարծիքները կուսումնասիրվեն և կքննարկվեն համապատասխան պետական մարմինների հետ:
