Ֆինանսների նախարարությունն առաջարկում է փոփոխություններ կատարել Հարկային օրենսգրքում: Առաջարկվող նախագծով օրենսգրքի 127-րդ հոդվածի 1-ին մասով սահմանված արտոնությունն ուժը կորցրած կճանաչվի. խոսքը կառավարության որոշմամբ հավանության արժանացած գործարար ծրագիր իրականացնող ռեզիդենտ շահութահարկ վճարողների կողմից գործարար ծրագրի շրջանակներում ստեղծված նոր աշխատատեղերի մասով հաշվարկված լրացուցիչ աշխատավարձի և դրան հավասարեցված վճարումների գումարը շահութահարկի գումարից նվազեցնելու արտոնության մասին է:

Նշվում է, որ ներկայումս հանրային ռեսուրսների կառավարման արդյունավետությունն ու հասցեականությունը բարձրացնելու և այդ ռեսուրսները հանրօգուտ ու համապետական նշանակություն ունեցող ծրագրերի վրա ծախսելու, ինչպես նաև հարկաբյուջետային կայունությունն ապահովելու նպատակով կառավարությունը քայլեր է իրականացնում հարկային եկամուտների ընդլայնման ուղղությամբ: Մասնավորաբար՝ կրճատվում են հասցեականություն չունեցող կամ ոչ արդյունավետ հարկային արտոնությունները: Ըստ նախարարության՝ ներկա փուլում խնդիր է դրված ոչ միայն ձեռնպահ մնալ նոր հարկային արտոնությունների տրամադրումից, այլ նաև նպատակ կա կիրառությունից հանել բոլոր այն հարկային արտոնությունները, որոնց կիրառությունը չի հիմնավորվում ծախսեր/օգուտներ հարաբերակցության տեսանկյունից։

Մյուս կողմից՝ նախարարությունը դիտարկումներ է իրականացրել և պարզել, որ տվյալ արտոնության տրամադրման մոտ 10 տարվա ընթացքում այն գործնականում լայն կիրառություն չի ունեցել տնտեսվարող սուբյեկտների շրջանում, ավելի կոնկրետ՝ այդ ժամանակահատվածում արտոնությունից օգտվել է ընդամենը 4 կազմակերպություն: Այսպիսով՝ Ֆինանսների նախարարության մշակած նախագծով առաջարկվում է Հարկային օրենսգրքի 127-րդ հոդվածի 1-ին՝ շահութահարկի մասով սահմանված հարկային արտոնությունն ուժը կորցրած ճանաչել: Նախարարությունն այս նախագծի ընդունումը մեկնաբանում է հետևյալ կերպ՝ հնարավորինս կկրճատվեն հասցեականություն չունեցող կամ ոչ արդյունավետ հարկային արտոնությունները, ինչպես նաև կապահովվի հարկեր/ՀՆԱ ցուցանիշի բարձրացում:
