ՀՀ 3-րդ նախագահի ուղերձն ուղղված ԵԱՀԿ ՄԽ համանախագահ երկրների ղեկավարներին, ստեղծված իրավիճակում ունի մի շարք հայտնի պատճառներ և նպատակներ. Զաքարյան

ՀՀ 3-րդ նախագահի ուղերձն ուղղված ԵԱՀԿ ՄԽ համանախագահ երկրների ղեկավարներին, ստեղծված իրավիճակում ունի մի շարք հայտնի պատճառներ և նպատակներ.
 
1. Արցախյան հիմնախնդիրը, որը շուրջ երեք տասնամյակ, միջազգային իրավունքում և հարաբերություններում եղել է օրակարգային հարցերից մեկը` մեր դավադիր դիլետանտի և ազերի բռնապետի պատճառով վերածվում է 21-րդ դարի անմարդկային ողբերգության:
 
2. Հումանիտար աղետի ենթարկված արցախահայությանը կանգնեցրել են մարդկության պատմության նոր ցեղասպանական ռիսկի առջև, ինչն անհապաղ չեզոքացնելու կարիք կա:
 
3. ԵԱԿՀ ՄԽ-ը շարունակում է դեյուրե իրավական ուժ ունենալ և հանդիսանալ արցախյան հիմնախնդրի կարգավորման միջազգային մանդատ ունեցող միակ ձևաչափը:
 
4. Արցախյան հիմնախնդիրը չի կարելի փակված համարել և այն պետք է վերադառնա միջազգային իրավասու կառույցների և միջազգային հանրության ուշադրության կենտրոն:
 
5. Հայ ժողովուրդը` հույս չդնելով իր ապաշնորհ և ազգադավ իշխանությունների վրա, իրավիճակը փրկելու նպատակով, պետք է գործի դնի Հայաստանի և Սփյուռքի քաղաքական ու հանրային բոլոր հնարավոր ռեսուրսները:
 
6. Ստեղծված իրավիճակի վերաբերյալ ուղերձում նկարագրված պատճառներն ու հետևանքները, ևս մեկ անգամ փաստում են, որ Արցախը երբեք չի կարող լինել Ադրբեջանի կազմում:
 
7. Պայքարն արցախցիների ինքնորոշման իրավունքի համար շարունակվում է:
 
Հուսանք, որ ՀՀ 3-րդ նախագահի պաշտոնական նամակներն, այսօր դիվանագիտական խողովակներով փոխանցվելուց հետո կհասնեն Ռուսաստանի Դաշնության, Ֆրանսիայի Հանրապետության և Ամերիկայի Միացյալ Նահանգների պատվարժան նախագահներին և նոր ազդակ կհանդիսանան ստեղծված իրավիճակից արագ լուծումներ գտնելու համար:
