«Այն դժվարությունները, փորձությունները, որոնց միջոցով անցնում է արցախցին, ոչ միայն անմարդկային են, այլև անհավանական են թվում 21-րդ դարում»։ Արցախի անվտանգության և զարգացման ճակատի համակարգող, նակին պետնախարար Ռուբեն Վարդանյանն է այս մասին գրել էջում և հավելել ՝ «Բայց եթե գիտես հանուն ինչի ես դիմակայում, ուժ է տալիս։ Մենք ամեն ինչ անում ենք, որ անկումային տրամադրությունները գլուխ չբարձրացնեն Արցախում»,- նշել է պետնախարարը և հավելել, թե «Մենք ենք մեր սարերը» գործակալության միջոցով տարբեր ծրագրեր են իրականացնում, հունիսի 15-ից հետո, երբ արցախահայությունն ադրբեջանական պաշարման մեջ, որոշ ենթակառուցվածքային ծրագրեր պասիվ փուլում են գտնվում, բայց փոխարենը շարունակում են կրթական ծրագրերն օգտագործելով առցանց հնարավորությունները։

Մասնավորպես Արցախում շարունակվում է ագրոճամբարի ծրագիրը, բիզնես քեյսերի լուծման առցանց դասընթացը, մատենադպրոցի առաջնորդության ծրագիրը։ «Հպարտություն եմ զգում, երբ արցախցի հարյուրավոր երեխաներ, պատանիներ ու երիտասարդներ անտեսելով կյանքի ու կենցաղի դժվարությունը, կիսաքաղց իրավիճակը պարտաճանաչ մասնակցում են առցանց պարապմունքներին՝ մրցունակ գիտելիք ստանալու համար։ Սա վկայում է այն մասին, որ անհնար է կոտրել արցախցու ոգին ու կամքը, թե՛ մեծի ու թե՛ փոքրի,- փաստում է Արցախի նախկին պետնախարարը։ Ի դեպ, նա նաև հայտնել է, որ - հենց այս ծանրագույն պայմաններում սկսում ենք 7-րդ դարում կառուցված Հակոբավանքի վերանորոգումը, առա՛նց տեխնիկայի, առա՛նց վառելիքի, առա՛նց սննդի վերակառուցելու ենք մեր ինքնության մաս կազմող այդ հոգևոր տաճարը, ու մեր այս քայլով ցույց ենք տալու, որ մենք անկոտրում ենք, մեզ փորձում են ցեղասպանել, սովամահ անել, իսկ մենք վերականգնում ենք մեր արժեքները, մեր հավատը, մեր ոգին ու մեր կամքը, որովհետև աշխարհում իրականում գոյություն չունի ուժ, որն ի զորու է հաղթել իրենց հողի վրա ապրող ու իրենց հավատն ու կամքն ամուր պահող մարդկանց», - նշել է Արցախի անվտանգության և զարգացման ճակատի համակարգողը։
