Ըստ պլանի`  պետք է կազմակերպվեին բազմաթիվ ճամբարներ` ոչ միայն Արցախի տարածքում, այլ նաև՝ Հայաստանի Հանրապետությունում և արտերկրում:

 Սակայն ստեղծված իրավիճակում Արցախի տարածքից դուրս երեխաների հանգիստը կազմակերպելն անհնար է: 

«Արցախպրես»-ի հաղորդմամբ՝ այս մասին ասել է Արցախի Հանրապետության կրթության, գիտության, մշակույթի և սպորտի նախարար Նորայր Մկրտչյանը՝ անդրադառնալով շրջափակման հարուցած խնդիրներին։

«Որպես այլընտրանք` մենք փորձում ենք Արցախի տարածքում կազմակերպել ճամբարներ` թեկուզ փոքր խմբերի համար,  ստեղծված իրավիճակում երեխաների  առօրյան փոքր֊ինչ գունավորելու,  ակտիվ հանգիստ ու  ժամանց ապահովելու համար»,-նշել է նախարարը:

Անդրադառնալով շրջափակման հետևանքով սպորտի ոլորտում առաջացած խնդիրներին՝ Ն. Մկրտչյանն իրազեկել է, որ  օգոստոսի  սկզբին Արցախի մարզիկները պետք է մասնակցեին ՀՀ-ում մեկնարկող համահայկական խաղերին:
«Այն մարզիկները, ովքեր գտնվում են Արցախում, զրկված են այդ հնարավորությունից։ Արցախի ֆոտբոլի  հավաքական թիմը պետք է մասնակցեր Աբխազիայի ընտրանու հետ  հանդիպմանը, սակայն նույն պատճառով դա ևս չեղարկվեց:  Արցախցի մարզիկները Հայաստանի հավաքականի կազմում պետք է մասնակցեին նաև մի շարք միջազգային մրցաշարերի, ինչը նույնպես, ցավոք, չհաջողվեց»,-իրազեկել է ԱՀ ԿԳՄՍ նախարարը:
