Պատերազմի ընթացքում ու դրանից հետո Հայաստանի իշխանությունը սեփական քաղաքական շահերի ու պաշտոնների կորստի իրենց մղձավանջային վախերի պատճառով, երկրի անվտանգությունը կործանող սխալներ գործեց, որոնք մեր դիրքերը լրջորեն թուլացրին միջազգային ասպարեզում, ադրբեջանական զինված ուժերը «լեգիտիմ» հնարավորություն ստացան ամրանալու մեր գյուղերի ու քաղաքների հարևանությամբ, ճանապարհներին, լկտիացած` զրկանքների մեջ պահել մեր հայրենակիցներին: Այս մասին ասվում է ՀՀ Նախկին ՄԻՊ Արման Թաթոյանի գրառման մեջ:
«Միջազգային մեխանիզմներ գործադրելու փոխարեն Հայաստանի իշխանությունը անհիմն պատրանքներով գնացել-մտել էր միջազգային քաղաքական ու ռազմական կառույցների տակ` հստակ իմանալով, որ Ադրբեջանն այդտեղ իր օգտին է հարցերը լուծել տալու, անտեսելով, որ մեր հարցերն այդ կառույցներին «դեմ տալով»` միայն ուժեղացնելու էին Ադրբեջանին:
Սրանից բացի, կազմակերպված, բարձր մակարդակից մինչև սեփական քաղաքական թիմի համայնքային մարմիններ, պարտաճանաչ հերքում էին ադրբեջանական հանցանքների մասին հաղորդումները, արդարացնում ադրբեջանական հանցագործներին, «կենաց-մահու» պայքար էին տանում բոլոր նրանց դեմ, ովքեր այդ հանցանքները բարձրաձայնում էին` սարսափած լինելով տագնապից, որ դա կառաջացնի մարդկանց դժգոհությունը իրենց իշխանության նկատմամբ, մարդկանց աչքում իրենք թույլ կերևան, հաճախ էլ ղեկավարվելով` «Մեզ ոչ ոք չի կարող ասել` ինչ անենք, մենք ամենից ճիշտը գիտենք» կարգախոսով:
Կարևորը` իրենք պաշտոններում «անսասան» մնան. հոգ չէ, որ արդյունքում Ադրբեջանը դրանից միայն ուժեղացավ ու ստացավ թե´ Հայաստանի, թե´ Արցախի նկատմամբ ագրեսիայի նպաստավոր դիրքեր, մի ամբողջ ժողովուրդ կանգնեց անվտանգության կործանարար սպառնալիքների առաջ:
Արդյունքում կարևորագույն միջազգային մեխանիզմներ գործի չդրվեցին, բաց թողնվեցին բացառիկ հնարավորություններ: Այսքանից հետո բոլոր կողմերը` լինի միջազգային կառույց, այլ երկիր կամ այլ կողմ, մեղավոր կամ պատասխանատու են, բացի իրենցից»,– գրել է նա:
