Ռուս խաղաղապահների մասով՝ Ստեփանակերտում այն ակնկալիքները, որոնք եղել են, չեն արդարանում: Խնդիրներից մեկն այն է, որ Լաչինի միջանցքի փակ լինելը շատ լուրջ հիմնախնդիր է: Այս մասին «Ամերիկայի ձայնին» տված հարցազրույցում ասել է Հայաստանի ԱԽ քարտուղար Արմեն Գրիգորյանը:

Նրա խոսքով, նոյեմբերի 9-ի եռակողմ հայտարարությամբ Ադրբեջանի որևէ ներկայություն չէր նախատեսվում Լաչինի միջանցքում, և խաղաղապահների խնդիրն էր, որպեսզի Լաչինի միջանքով տեղի ունենա ազատ տեղաշարժ:

«Այսօր այդ տեղաշարժը չկա, և մեր ակնկալիքն այն է, որ խաղաղապահներն իրականացնեն իրենց առաքելությունը ամբողջությամբ, և Լեռնային Ղարաբաղում ապրող մարդիկ չկանգնեն հումանիտար այսպիսի ճգնաժամի առաջ, որովհետև շարունակական ճգնաժամը խորանում է: Վերջին շրջանում միջանցքն ամբողջովին է փակ, նույնիսկ ապրաքնների տեղաշարժ չկա: Եվ սա բարդացնում է կյանքը հենց ԼՂ-ում»,-ասել է ԱԽ քարտուղարը:

Հարցազրույցի ընթացքում անդրադարձ է եղել ՀԱՊԿ-ի հետ Հայաստանի ունեցած հարաբերություններին: Այս կապակցությամբ՝ Գրիգորյանն ընդգծել է, որ Հայաստանը բոլոր խնդիրները քննարկում է ՀԱՊԿ-ի անդամ երկրների հետ և օգտագործում ՀԱՊԿ-ի հարթակները բոլոր խնդիրները բարձրաձայնելու և լուծումներ գտնելու համար: «Մենք տեսնում ենք, որ ՀԱՊԿ անդամ երկրները որոշակի ձևով առնվազն հրապարակային ասում են, որ Հայաստանի բարձրացրած խնդիրները լեգիտիմ են»:
