ՊՆ նախկին փոխնախարար Արտակ Զաքարյանը գրում է․

Պետական ավանդույթային խորհրդանիշներից մեկն էլ պետական պարգևներն ու բարձրագույն կոչումներն են: Հայաստանում երկար տարիներ պատիվ և ձգտում է եղել պետական պարգևի արժանանալն ու նախագահների հրամանագրերով պարգևատրվելը: Մեդալը, շքանշանը, բարձրաստիճան կոչումը` յուրաքանչյուր գործչի համար նոր նվաճումների շարժառիթ էր, պատիվ, հարգանք և գնահատական:

Օրինակն իմ վրա բերեմ:

Երբ ՀՀ նախագահ Սարգսյանի հրամանագրով ես և շատ այլ պետական-քաղաքական պաշտոնյաներ պարգևատրվում էինք «Մխիթար Գոշ» կամ այլ պարգևներով` այդ տարին հայ ժողովուրդը նշում էր Հայոց Ցեղասպանության 100-րդ տարելիցը: Աշխարհում անկյուն չկար, երկիր չկար, խորհրդարան չկար (բացառությունյամբ որոշ երկրների), որտեղ ինչ-որ կերպ չհիշատակվեր, չոգեկոչվեր, կամ չդատապարտվեր Հայոց Ցեղասպանությունը: Աշխարհի տարբեր անկյուններից հայ ժողովրդին հարգանք, սատարում և համակրանք էին հղում:

Սերժ Սարգսյանի, Լևոն Տեր-Պերոսյանի, Ռոբերտ Քոչարյանի կառավարման տարիներին և´ Հայաստանում, և´ Արցախում, և´ Սփյուռքում, և´ Աշխարհում գիտեին, տեսնում էին, թե ինչի՞ համար են մարդիկ պայքարում, այդ թվում նաև օտարերկրյա մեր բարեկամներին տրված պարգևներով: Աշխարհը հարգում էր Հայաստանին, հայ ժողովրդին, գնահատում էր նրա ձգտումը: Անձամբ ինձ, բազմաթիվ անգամներ տարբեր երկրների պատգամավորներ ու նախարարներ դրվատանքի ու հարգանքի խոսքեր են ասել հայ ժողովրդի ու Հայաստանի հասցեին: Մարդիկ հարգում էին ՀՀ ղեկավարների ու հայ ժողովրդի պայքարը:

Իսկ այսօր, երբ երկրի ղեկավարությունը բացահայտորեն կործանում է հայոց պետականությունը, իսկ Արցախը հայտարարում է թշնամու տարածք` այդ ընթացքում, որոշ ծառայողներ, դավադիրների որոշմամբ պարգևատրվում են մեդալներով, կոչումներով ու շքանշաններով:

Տիկնա´յք և պարոնա´յք, ձեզանից ոմանք գուցեև արժանի են ինչ-որ պարգևների, բայց մի բան լավ հիշեք. վաղը այդ մեդալները, կոչումներն ու շքանշանները ամոթից չեք իմանալու թե որտեղ...

Մի խոսքով` հասկացաք:

Կարելի է հետաքրքրվել և պարզել, թե ժամանակին ի՞նչ են արել ֆրանսիացիները` մարշալ Պետենի, կամ նորվեգացիները` Վիդ­կուն Կվիս­լին­գի ղեկավարած կառավարությունների կողմից ստացած պարգևներն ու կոչումները:

Ընդհանրապես, աշխարհում չի կարող լինել մի երկիր, որն իր ոչ բարով ղեկավարների պատճառով անընդհատ նսեմանա և կորցնի, իսկ նրանց կողմից շնորհած պարգևներն արժեք ունենան:

Բյուջեից վճարվող պարգևավճարները վկա, ցույց տվեք մեր երկրում թեկուզ մեկ իշխանական պաշտոնյա, որի ջանքերը մի աննշան օգուտ են տվել մեր երկրին (ցանկացած ոլորտում) և ես հրապարակային ներողություն կխնդրեմ իմ այս գրառման համար (չեմ բացառում, որ նման անհատներ լինեն):
