Արցախի Ազգային ժողովի խմբակցությունները հայտարարություն են տարածել

Արցախի ԱԺ խմբակցությունների հայտարարությունը՝
«ՀայաՔվե» օրենսդրական նախաձեռնության մասին
Արցախի Հանրապետության Ազգային ժողովի բոլոր խմբակցությունները ողջունում են «Համախմբում» շարժման «ՀայաՔվե» օրենսդրական նախաձեռնությունը և մաղթում հաջողություններ։
Հայաստանի Հանրապետության և Արցախի Հանրապետության կացության շուրջ ստեղծված աննախադեպ իրավիճակում այդ օրենսդրական նախաձեռնությունը կոչված է կանխելու Արցախի ժողովրդի հավաքական կամքի դրսևորման անբեկանելի իրողությունը շրջանցելու որևէ նկրտում։ Այն երաշխավորում է հայ մարդուն իր Երկրի ճակատագրական հարցերի լուծմանն անմիջական մասնակից լինելու սկզբունքային խնդիրը։ Արցախի կարգավիճակը, ըստ այդմ էլ՝ արցախցիների անվտանգ ապրելու հիմնարար իրավունքի ապահովելը ՀՀ ներքին և արտաքին քաղաքականության առանցքային բաղադրիչը պետք է լինի։ Լիահույս ենք, որ խելամիտ համակողմանի քայլերի արդյունքում «ՀայաՔվե»-ն նշված ուղղություններում կունենա առանցքային նշանակություն։ Սա ժողովրդի իշխանության օրինակելի նախաձեռնություն է, քանզի «Ամբողջ իշխանությունը պատկանում է ժողովրդին» արտահայտությունը ոչ թե մերկապարանոց լոզունգ է, այլ կիրառման ենթակա հզորագույն գործիք։
Արցախը չի ընկրկելու թշնամու առջև, թույլ չենք տալու մեր ազգային ազատագրական արդար պայքարը անամոթաբար «ահաբեկչություն» անվանել իրավունքի հանրաճանաչ նորմերով ամրագրված մեր հիմնարար իրավունքների համար մղվող պայքարի ոգին։
Ելակետ ընդունելով այն, որ համազգային խնդիրները հարկ է լուծել բացառապես համազգային ընթացակարգերով, մեկ անգամ ևս պետք է արձանագրվի, որ Արցախի ժողովուրդն ազատ և անկախ ապրելու իր կամքն ամրագրել է 1991թ․ ԼՂՀ-ի Հռչակագրով, 1991թ․ հանրաքվեի արդյունքներով, 1992թ․ ԼՂՀ-ի պետական անկախության մասին Հռչակագրով։ Արցախի ժողովրդի իրացված ինքնորոշման իրավունքի փաստի որևէ խմբագրում հնարավոր է բացառապես ժողովրդական կամարտահայտությամբ, ուստի, առանձին անձինք և շրջանակներ իրավասու և լիազորված չեն վճռահատելու համազգային առանցքային հարցերը։
