«Փաստ» օրաթերթը գրում է

Ազգային ժողովի արտաքին հարաբերությունների հանձնաժողովն օրեր առաջ հավանություն էր տվել «Հայաստանի Հանրապետության և Վրաստանի Հանրապետության միջև երկու պետությունների քաղաքացիների համար փոխադարձ առանց մուտքի արտոնագրի ճամփորդելու մասին» համաձայնագրի վավերացմանը: Նշվում էր, որ արդեն հուլիսից Հայաստանի քաղաքացիները Վրաստան, իսկ Վրաստանի քաղաքացիները Հայաստան կկարողանան ճամփորդել նաև նույնականացման քարտերով: Հունիսի 26-ին ՀՀ Ազգային ժողովի կողմից ընդունվել է համաձայնագիրը վավերացնելու մասին օրենքը:

«Փաստ» թերթը մինչ այդ հարցում էր ուղարկել ՀՀ ԱԳՆ՝ խնդրելով պատասխանել, թե ո՞ր օրվանից կարող են Հայաստանի քաղաքացիները Վրաստան մտնել նշյալ ռեժիմով: ԱԳՆ-ից պատասխանել են, որ համաձայնագիրը ներկայում անցնում է ուժի մեջ մտնելու համար նախատեսված ներպետական ընթացակարգեր՝ Միջազգային պայմանագրերի մասին ՀՀ օրենքի համաձայն, և վերջնական հստակություն լինելու դեպքում մոտ օրերս կհայտարարեն այդ մասին։ Երեկ ՀՀ ԱԳՆ մամուլի խոսնակը նաև հայտարարություն տարածեց, որտեղ նշվում է. «Որպես հաջորդ քայլ, համաձայնագիրն ուժի մեջ մտնելու համար անհրաժեշտ է կողմերի միջև համապատասխան ամսաթվի հաստատում: Համաձայնագրի ուժի մեջ մտնելու վերաբերյալ տեղեկատվությունը կհրապարակվի ԱԳՆ կողմից՝ տեղադրվելով պաշտոնական հարթակներում»:

Մենք հարց էինք ուղարկել նաև՝ կապված հին նմուշի անձնագրերում օտարերկրյա պետությունում վավերականության ժամկետի կնիքի հետ կապված: ԱԳՆ-ից տեղեկացնում են, որ Հայաստանի Հանրապետության քաղաքացին կարող է ճամփորդել նույնականացման քարտով, եթե ՀՀ սահմանային անցակետը հատելիս ՀՀ համապատասխան շտեմարանում երևում է, որ վերջինս ունի ՀՀ քաղաքացու վավեր անձնագիր՝ օրենսդրությամբ նախատեսված դեպքերում օտարերկրյա պետությունում վավերականության ժամկետի նշումով։ Այսինքն, հին նմուշի անձնագրերում, այսպես կոչված, «կլոր կնիքը» կամ, ինչպես ժողովրդի մեջ է ընդունված ասել, վիզայի կնիքը պարտադիր պետք է լինի՝ անկախ նրանից, թե որ փաստաթղթով կճամփորդեք:
