Երեւանում «Հայաքվե» նախաձեռնության շրջանակում մեկնարկել է ստորագրահավաքը

Հիշեցնենք, որ «Հայաքվե» նախաձեռնությունը հանդես է գալիս օրենսդրության փոփոխության պահանջով՝ խիստ պատիժ նախատեսելով Արցախի ինքնորոշումից հրաժարվելու եւ Հայոց ցեղասպանության նշանակությունը նսեմացնելու համար։ Հայաստանի ԿԸՀ դրական պատասխանից հետո սահմանվել է 60-օրյա ժամկետ՝ 2023թ. հունիսի 19-ից մինչեւ օգոստոսի 19-ը, ստորագրահավաքի կազմակերպման համար (50 000 ստորագրություն)։ Այնուհետեւ նրանք կդիմեն ԿԸՀ, որը պետք է հաստատի ստորագրությունների իսկությունը, ինչից հետո ներկայացվելու է Ազգային ժողովին։

Լրագրողների հետ զրույցում նախաձեռնության համակարգող Ավետիք Չալաբյանը հայտարարել է, որ Երեւանի քաղաքապետարանը փորձել է խանգարել գործընթացին։ «Իշխանությունը քաղաքում բռնազավթված է։ Օրենքի համաձայն, եթե չկա ընտրված քաղաքապետ, 2 ամսվա ընթացքում անցկացվում են ավագանու նոր ընտրություններ։ Այսինքն՝ ներկա կազմը չունի քաղաքը կառավարելու լիազորություններ։ Եվ դրա հետ մեկտեղ՝ նրանք իրենց օրենքից վեր են դասում»,- իրավիճակը ներկայացրել է Չալաբյանը։

Նա ավելացրել է, որ  ստորագրահավաքին խանգարելու համար նրանք երկուշաբթի հանցագործության մասին հայտարարություն են տվել։ «Ընդ որում՝ դա վերաբերում է ոչ միայն Երեւանի քաղաքապետարանին։ Նրանց սահմանադրական պարտավորությունն է տարածք տրամադրելը։ Հասկանալով, որ անգամ դատախազը իրենց չի փրկի, քաղաքապետարանում որոշել են չսրել իրավիճակը եւ ենթարկվել օրենքին։ Սակայն, հաշվի առնելով այն, որ ամբողջ գործընթացին հատկացվել է 60 օր, ստիպված ենք արձանագրել, որ 3 օր մեզանից խլել են, քանի որ գործընթացը պետք է սկսվեր ավելի վաղ։ Կարծում եմ, որ արդյունավետ աշխատելով կկարողանանք լրացնել գողացված օրերը։ Միեւնույն ժամանակ, ներկայացվել է դիմում ԿԸՀ՝ եւս 3 օրով գործընթացը երկարացնելու համար»,- նշել է Չալաբյանը։

Նրա խոսքով՝ մի քանի համայնքներ՝ Սպիտակ, Սիսիան, Դիլիջան, Ամասիա, հրաժարվել են տարածք հատկացնել։ «Նրանց նույնպես կարգի կհրավիրենք»,- խոստացել է Չալաբյանը։ Մարզերում ստորագրահավաքը կսկսվի վաղը, առաջինը հերթի մեջ են Գյումրին եւ Վանաձորը։ «Տեխնիկապես բավական աշխատատար գործընթաց է։ Այսօր սկսվել է ստորագրահավաքը Երեւանի բոլոր վարչական շրջաններում, բացի Արաբկիրից։ Յուրաքանչյուր ստորագրող ստանում է մասնակցության գրավոր հաստատում, որտեղ նշվում է նրա անունն ու կա կնիք։ Սա իրավական գործընթաց է, ոչ թե պարզապես ստորագրահավաք, որը, որպես կանոն, բարոյահոգեբանական նշանակություն ունի։ Ստորագրահավաքը տեղի է ունենում վարչական շրջանների ղեկավարների նստավայրերում, այլ ոչ թե մի ինչ-որ տեղ փողոցում։ Այն անցկացնում են հատուկ պատրաստված մարդիկ։ Այլ ստորագրահավաքները իրավական նշանակություն չունեն, սա իր տեսակի մեջ միակ իրավական գործընթացն է»,- ընդգծել է Ավետիք Չալաբյանը։
