«Փաստ» օրաթերթը գրում է

Նախօրեին ԵԽԽՎ լիագումար նիստում բանաձև է ընդունվել Բերձորի, թշնամական տարբերակով՝ Լաչինի միջանցքը Ադրբեջանի կողմից արգելափակելու վերաբերյալ: ԵԽԽՎ-ն մասնավորապես արձանագրել է, որ Լաչինի միջանցքով մարդկանց և բեռների ազատ ու անվտանգ տեղաշարժը խոչընդոտված է, ապա կոչ է ուղղել Ադրբեջանին, որ անհապաղ կատարի հայտնի դատարանի վճիռը: Նաև կոչ են արել Ադրբեջանին Լաչինի միջանցք և Լեռնային Ղարաբաղ հրավիրել Եվրոպայի խորհրդի պատվիրակությանը՝ փաստահավաք առաքելությամբ։ ԵԽԽՎ այս բանաձևը հատկապես իշխանության ներկայացուցիչներն ու մերձիշխանական արևմտամոլները սկսեցին գնահատել որպես մի աներևակայելի հաղթանակ, չգիտես թե՝ էլ ինչ ձեռքբերում, նվաճում և այլն: Իսկ փաստն այն է, որ Ադրբեջանը հոնքն էլ չի շարժել, և Արցախի համընդգրկուն շրջափակումը շարունակվում է, վիճակը, բնականաբար, ավելի ու ավելի է վատացել:

Ինչպես և Արդարադատության միջազգային դատարանի որոշման դեպքում: Միջազգային ատյանների հասցեական հայտարարությունները շատ կարևոր են: Սա չի քննարկվում: Սակայն պարզից էլ պարզ է, որ ԵԽԽՎ բանաձևը նույնպիսի մի «թղթե շերեփ» է, ինչպիսին Հաագայի դատարանի վճիռը՝ նույն թեմայով ու Ադրբեջանին ուղղված նույնաբովանդակ պահանջով: Իսկապես, շատ ապրի ԵԽԽՎ-ն, ու Հաագայի դատարանն էլ՝ շատ կեցցե, որ նման մարդասիրական բանաձև ու որոշում են ընդունել: Ու՝ ի՞նչ: Այսինքն, իրենք իրենց առավելագույն պարտքը համարում են միայն ինչ-որ թղթեր ընդունելը, և՝ վե՞րջ:

Ո՞ւմ են պետք նման բանաձևերն ու որոշումները, եթե արդյունք չունեն, եթե «համեմված» չեն Ադրբեջանի նկատմամբ քաղաքական ու տնտեսական պատժամիջոցների դիմելու գոնե ակնարկով, էլ չենք ասում՝ հետևանքով: Նրանք այնտեղ գոնե թեթևակի հասկանո՞ւմ են, որ ինչոր դրական շարժ կարող է լինել միայն այն դեպքում, եթե Ադրբեջանին ուղղված կոչերի ետևում պատժի սպառնալիք էլ կա: Իսկ եթե չկա, ապա դա ընդամենը թուղթ է, թղթե շերեփ՝ «թղթե շերեփների» հավաքածուից:
