«Փաստ» օրաթերթը գրում է

«Փաստ» թերթի տեղեկություններով, «Հայաքվե» քաղաքացիական-օրենսդրական նախաձեռնության ստորագրահավաքն արդեն խոչընդոտների է հանդիպում. իշխանական ներկայացուցիչները փորձում են քողարկված կերպով կասեցնել գործընթացը։ Նշենք, որ երբ հունիսի 20-ին ԿԸՀ-ն որոշել էր բավարարել նախաձեռնող խմբի 50 հազար ստորագրություն հավաքելու և ԱԺ օրենսդրական նախաձեռնություն ներկայացնելու դիմումը, նախաձեռնության ներկայացուցիչները հայտնել էին, որ դիմումներ պետք է ներկայացնեն համայնքների ղեկավարներին, որոնք եռօրյա ժամկետում ստորագրահավաքի համար պետք է տարածք տրամադրեին։

«Հայաքվե» նախաձեռնությունը հասցեներ հատկացնելու հարցով դիմել է ՏԻՄ կառույցներին, սակայն, մեր տեղեկություններով, առայժմ ոչ բոլորն են կատարում օրենքով սահմանված պարտավորությունները։ Ոմանք մերժում են ստորագրահավաքի անցկացման վայրեր հատկացնելու պահանջը, ոմանք վերաուղղորդում են քաղաքապետարան, չնայած, համաձայն օրենքի, ԿԸՀ-ի որոշումը ստանալուն պես համայնքապետարանները պարտավոր են տրամադրել տարածքներ։ Ի դեպ, մեզ հայտնի են դարձել նաև այլ խոչընդոտների մասին։ Մասնավորապես՝ տարբեր ստորագրահավաքներ են անցկացվում, և մարդիկ երբեմն շփոթում են դրանք, մինչդեռ «Հայաքվեն» հստակ հասցեներում է՝ մարզպետարաններում, թաղապետարաններում՝ անձը հաստատող փաստաթղթով, իսկ ստորագրություն հավաքող անձանց մոտ պետք է լինի վկայական։

Մեզ հայտնի դարձավ նաև, որ կան ինչ-որ կազմակերպություններ, որոնք ներկայանում են որպես «Հայաքվե» նախաձեռնություն։ Բացի այդ, արդեն նկատվում է հակաքարոզչություն՝ փորձում են «Հայաքվե» քաղաքացիական նախաձեռնությունը ներկայացնել որպես կուսակցական նախաձեռնություն, տեսնել դրա հետևում ինչ-որ անձերի, վարկաբեկել՝ թվացյալ անարդյունավետությամբ։ Առաջիկայում կփորձենք մանրամասներ ներկայացնել խոչընդոտներ ստեղծող բոլոր կառույցների ու անհատների մասին: Հիշեցնենք, որ օրենսդրական նախաձեռնության նպատակն է կանխել ապօրինի և կործանարար զիջողական քաղաքականությունը՝ հընթացս ցույց տալով, որ ժողովուրդը որևէ մեկին Արցախն Ադրբեջանին հանձնելու մանդատ չի տվել։
