Օրեր շարունակ Արցախն ապրում է լիակատար շրջափակման պայմաններում, չի ստանում ո՛չ դեղորայք, ո՛չ առաջին անհրաժեշտության ապրանքներ, ո՛չ սնունդ։ Էթնիկ զտման քաղաքականությունն իրականություն դարձնելու նպատակով Ադրբեջանը շարունակում է ճնշումներն Արցախի բնակչության նկատմամբ:
Արցախի անվտանգության և զարգացման ճակատի համակարգող, նախկին պետնախարար Ռուբեն Վարդանյանը փաստել է, որ կենսական բոլոր ենթակառուցվածքների գործունեությունը ևս խափանված է: «Դեռ հունվարի 9-ից ադրբեջանական կողմի միջամտությամբ կտրված է Հայաստան-Արցախ միակ բարձրավոլտ էլեկտրագիծը, ընդհատված է Հայաստանից Արցախ գազամատակարարումը, վառելիքի բացակայության պայմաններում գրեթե անհնար է դարձել շրջաններից դեպի մայրաքաղաք Ստեփանակերտ և հակառակը տեղաշարժը»,- նշել է Ռուբեն Վարդանյանը։
Այս անելանելի թվացող իրավիճակում նախկին պետնախարարը խոսել է մի փոքր ծրագրի մասին. «Մենք ենք մեր սարերը» գործակալությունն Արցախում սկսել է նոր ծրագիր, որի շրջանակում Ստեփանակերտում, Մարտունու, Մարտակերտի և Ասկերանի շրջաններում 70-ից ավելի մանկապարտեզներում և առողջապահական հաստատություններում արևային ջրատաքացուցիչներ են տեղադրվելու: «Սա նշանակում է, որ անկախ հոսանքազրկումից ու գազազրկումից՝ այս կարևոր սոցիալական հաստատություններն ունենալու են տաք ջուր այլընտրանքային եղանակով՝ արևային էներգիայի շնորհիվ: Սա ևս այն ծրագրերի թվում է, որի «գաղափարի հեղինակը» շրջափակումն է եղել: Փոքրամասշտաբ ծրագիր է, բայց չեզոքացնում է ադրբեջանական կողմի ջանքերի ազդեցությունը առնվազն 70 հաստատության համար»,- նշել է Ռուբեն Վարդանյանը։
Նա հավելել է, թե այս օրինակը բերելով՝ ուզում եմ ասել, որ. «Կարող ենք դիմակայել, կարող ենք պահպանել Արցախը, եթե գործենք խելացի, գտնելով ոչ ստանդարտ, «այլընտրանքային» լուծումներ, ոչ համաչափ, բայց ուժեղ պատասխաններ, որոնք հակառակորդին ստիպելու են հաշվի նստել մեզ հետ: Ամեն ինչ մեր ձեռքերում է»,- փաստել է նախկին պետնախարարը։
