«Փաստ» օրաթերթը գրում է

Քաղաքաշինության կոմիտեն քննարկման է ներկայացրել «Շինարարության գնագոյացման մեթոդաբանության արդիականացման հայեցակարգը և դրանից բխող միջոցառումների ծրագիրը հաստատելու մասին» նախագիծը: Նշվում է՝ ներկայումս ոլորտում կապիտալ ներդրումների կամ շինմոնտաժային աշխատանքների արժեքի հաշվարկման հիմքում հիմնականում դիտարկվում են խորհրդային տարիներին մշակված՝ 1984թ.ին հաստատված ելակետային տվյալներն ու դրանց պարբերաբար ինդեքսավորման սկզբունքը:

Կառավարության N 879-Ն որոշմամբ հաստատված գործող գներով շինարարական աշխատանքների արժեքի հաշվարկման կարգի մեթոդաբանությամբ սահմանված բանաձևերը փոխկապակցված են 1984թ.-ի գնացուցակների և դրանց նկատմամբ կիրառվող ինդեքսների ու ՀՀ ազգային վիճակագրական ծառայության տվյալների հետ, որոնք արդիականացման կարիք ունեն: Գործող (ЕРЕР-единые районные единичные расценки) ժողովածուներում բացակայում են նոր նյութերով, կառուցվածքներով, սարքավորումներով, մեքենաներով, մեխանիզմներով, կաղապարամածային համակարգերով իրականացվող աշխատանքների նկարագրերը և նախահաշվային նորմերը:

Կիրառելի չեն նաև նախկին արտադրական նորմերը (ЕНиР-единые нормы и расценки) նոր շինարարական նյութերի արժեքի, աշխատավարձի իրական ծախսերի որոշման համար՝ տեխնիկական նոր միջոցների՝ մեքենա-մեխանիզմների, սարքավորումների և շինարարական տեխնոլոգիաների վերաբերյալ տեղեկատվության բացակայության պատճառով: Գնագոյացման նորմատիվային բազայի անկատարությունը հանգեցնում է խնդրահարույց իրավիճակների, նպաստելով ներդրումային (կառուցապատման) ծրագրերի անարդյունավետ ընթացքին: Պետական ներդրումային ծրագրերի պարագայում նախահաշվային փաստաթղթերի մշակման հիմքում դիտարկվում է բազիսաինդեքսային (ոլորտում գործող նորմատիվ ակտերով սահմանված նախահաշվի կազմման) մեթոդը, որը չի համապատասխանում մրցակցային շուկայում գործող առաջարկպահանջարկ սկզբունքին:

Նախագծով առաջարկվում է այդ մեթոդի փոխարեն շինարարությունում ներդնել գնագոյացման ռեսուրսային հաշվարկի մեթոդաբանությունը, այն է՝ ընթացիկ գների հաշվառմամբ քաղաքաշինական օբյեկտի նախահաշվային իրական արժեքի որոշման ամենաարդյունավետ տարբերակը, որի շրջանակներում կարևորվում է մոնիտորինգային կենտրոնների և բազային տվյալների շտեմարանի ստեղծման անհրաժեշտությունը: Գործընթացը ենթադրում է օրենսդրական և ենթաօրենսդրական փոփոխություններ, շինարարության BIM (Building Information Modeling) ինֆորմացիոն մոդելի ձևավորման սկզբունքների կիրառում և այլն:
