«Փաստ» օրաթերթը գրում է

ԿԳՄՍ-ն առաջարկում է փոփոխություններ կատարել գերատեսչության տարբեր տարիների նախարարների հրամաններում: Դրանցով հաստատված կարգերով սահմանված են ՀՀ-ում նախնական մասնագիտական (արհեստագործական) կամ միջին մասնագիտական կրթական ծրագրեր իրականացնող ուսհաստատությունում անձանց ուսանողական իրավունքի վերականգնման, տեղափոխման և մեկից ավելի կրթություն ստանալու գործընթացները: Կարգերը մշակվել և հաստատվել են տարբեր ժամկետներում և ունեն որոշ կարգավորումներում տարբեր մոտեցումներ, ինչը խնդիր է առաջացնում գործընթացները լիարժեք իրականացնելու համար:

Օրինակ՝ կարգերում սահմանված են անձանց դիմումների ընդունման տարբեր ժամկետներ և, հաշվի առնելով, որ ուսհաստատությունը կարող է ընդունել սահմանափակ թվով ուսանողների, հնարավոր չէր լինում լիարժեք և արդարացի կազմակերպել ուսանողական իրավունքի վերականգնումը, տեղափոխումը և մեկից ավելի կրթության կազմակերպումը: Փոփոխություններով և լրացումներով բոլոր կարգերում սահմանվել է դիմումների ընդունման միասնական մոտեցում և ժամկետ: Գործող կարգերով սահմանված է, որ ուսանողական իրավունքի վերականգնումը կամ տեղափոխումը, կամ մեկից ավելի կրթությունը թույլատրվում է, եթե պահպանվում է համապատասխան մասնագիտություններով և ուսուցման ձևով Լիազորված մարմնի կողմից տվյալ տարվա համար հաստատությանը հատկացված տեղերի ընդհանուր թիվը:

Լիազոր մարմնի կողմից յուրաքանչյուր տարի հատկացվում են ընդունելության տեղեր, որոնք հիմնականում քիչ են, քան տվյալ մասնագիտությանը լիցենզիայով հատկացված տեղերը: Հաճախ են լինում դեպքեր, երբ անձը բնակության վայրը փոխելու կամ ուսանողական իրավունքը վերականգնելու ժամանակ տեղերի սահմանափակմամբ պայմանավորված, բարդ իրավիճակում է հայտնվում: Փոփոխությամբ հնարավորություն կընձեռվի ուսհաստատություններին ընդունել լիցենզիայով սահմանված տեղերի քանակի ուսանողների: Փոփոխություններով և լրացումներով մեկ միասնական մոտեցում է ցուցաբերվել տեղերի քանակից ավելի դիմումների հարցում և սահմանվել են մրցույթի անցկացման առաջնահերթություններ: Նախատեսված են այլ փոփոխություններ ևս:
