Հունիսի 19-ին հրավիրվել է Արցախի  Հանրապետության Ազգային ժողովի ֆինանսաբյուջետային և տնտեսական կառավարման հարցերի մշտական հանձնաժողովի հերթական նիստը: Այն վարում էր հանձնաժողովի նախագահ Արթուր Հարությունյանը:

Արցախի ԱԺ-ից NEWS.am-ին հայտնում են, որ օրակարգում ««Հարկերի մասին» օրենքում փոփոխություններ և լրացումներ կատարելու մասին», «« Շահութահարկի մասին» օրենքում փոփոխություններ և լրացումներ կատարելու մասին», ««Եկամտային հարկի մասին» օրենքում փոփոխություններ և լրացումներ կատարելու մասին», «Ակցիզային հարկի մասին» օրենքում փոփոխություններ և լրացումներ կատարելու մասին», ««Ավելացված արժեքի հարկի մասին» օրենքում փոփոխություններ և լրացումներ կատարելու մասին», «Հանրային ծառայությունների կարգավորման պարտադիր վճարների մասին» օրենքում փոփոխություններ կատարելու մասին», «Բնապահպանական և բնօգտագործման վճարների մասին» օրենքում փոփոխություն կատարելու մասին», ««Առևտրի և ծառայությունների մասին» օրենքում փոփոխություններ և լրացումներ կատարելու մասին» օրենքների նախագծերի փաթեթի քննարկման հարցն էր:

Նախագծերի փաթեթը ներկայացրել է ԱՀ պետական եկամուտների կոմիտեի նախագահ Դավիթ Պողոսյանը:

Փաթեթով առաջարկվում է մոտ 1,5 տասնյակ փոփոխություն և լրացում:

Համաձայն առաջարկվող առաջին փոփոխության՝ հարկ վճարողների կամ հարկային գործակալների կողմից հարկային մարմին ներկայացվող հաշվարկները հարկային oրենսդրությամբ սահմանված ժամկետներից ուշ ներկայացվելու կամ չներկայացվելու դեպքում տուգանքի գանձումը կիրականացվի այդ ժամկետին հաջորդող յուրաքանչյուր 15 լրացած օրվա համար:

Փաթեթով առաջարկվում է նաև՝

  1. «Հարկերի մասին» օրենքով հստակեցնել հարկման նպատակով երկու և ավելի անձանց փոխկապակցված դիտելու դեպքերը:
  2. Ակցիզային հարկով չհարկել անմաքս առևտրի խանութի կազմակերպչին ակցիզային հարկի հաշվարկի ներկայացման ժամկետը սահմանել մինչև յուրաքանչյուր ամսվան հաջորդող ամսվա 20-ը:
  3. Ավելացված արժեքի հարկով չհարկվող օբյեկտ համարել Արցախի Հանրապետության (Հայաստանի Հանրապետության) տարածքից դուրս իրականացվող բեռնափոխադրման միջնորդական գործունեությունը:
  4. Էլեկտրական շարժիչով տրանսպորտային միջոցների ներմուծման և (կամ) օտարման գործարքների մասով սահմանված ավելացված արժեքի հարկից ազատման արտոնության ժամկետը երկարաձգել մինչև 2024 թվականի հունվարի 1-ը:

Փաթեթի ընդունմամբ ՝կբարելավվի գործարար միջավայրը, կիրականացվի արդյունավետ վարչարարություն և կվերանան օրենքների կիրառության ընթացքում առաջացած անհստակությունները:

Գլխադասային հանձնաժողովը նախագծերի փաթեթին միաձայն կողմ է քվեարկել: Այն կներկայացվի ԱԺ հերթական նիստի քննարկմանը:
