Արցախի ԱԳՆ-ն հայտարարություն է տարածել Ստեփանակերտ-Բաքու երկխոսության հաստատման փորձերի վերաբերյալ ԶԼՄ-ներում հրապարակված տեղեկատվության առնչությամբ:

Հայտարարությունում ասվում է. «Ստեփանակերտի և Բաքվի միջև երկխոսություն հաստատելու փորձերի մասին վերջերս ռուսաստանյան մի շարք լրատվամիջոցներում անանուն դիվանագիտական աղբյուրներին հղումով տարածված աղմկահարույց հրապարակումների առնչությամբ հարկ ենք համարում նշել հետևյալը.

Արցախի Հանրապետությունն ամենաշահագրգիռ կողմն է տարածաշրջանում կայուն և արդար խաղաղության հաստատմանն ուղղված երկխոսության և խաղաղ բանակցությունների միջոցով Ադրբեջանի հետ հակամարտության համապարփակ լուծում գտնելու հարցում:

44-օրյա պատերազմի ավարտից հետո արդեն իսկ եղել են նման շփումների փորձեր հրատապ մի շարք խնդիրների լուծման նպատակով։ Մասնավորապես, Արցախի և Ադրբեջանի ներկայացուցիչների միջև ՌԴ խաղաղապահ զորակազմի միջնորդությամբ տեղի են ունեցել մի քանի հանդիպումներ, որոնց ընթացքում քննարկվել են մարդասիրական, ենթակառուցվածքային և այլ տեխնիկական հարցեր՝ ուղղված մարդկանց խաղաղ և բնականոն կյանքի համար պայմանների ապահովմանը։ Մինչև Ադրբեջանի կողմից Արցախի շրջափակումը ՌԴ խաղաղապահ զորակազմի միջնորդությամբ տեղի ունեցած հանդիպումների շնորհիվ արձանագրվել են կոնկրետ արդյունքներ՝ անհայտ կորածների ճակատագրի բացահայտման և զոհվածների աճյունների որոնման, կենսական նշանակության ենթակառուցվածքների բնականոն աշխատանքի ապահովման, գյուղատնտեսական աշխատանքների կազմակերպման և այլ հարցերում։ Այս ձևաչափով վերջին հանդիպումն անց է կացվել է 2023 թվականի մարտի 1-ին, որի ընթացքում քննարկվել են Արցախի տրանսպորտային և էներգետիկ շրջափակման դադարեցմանն առնչվող հարցեր։ Սակայն, ադրբեջանական կողմը սկզբում հրաժարվել է կատարել հանդիպման ընթացքում ձեռք բերված պայմանավորվածությունները, իսկ այնուհետև դիմել է տարբեր սադրանքների և ագրեսիվ գործողությունների՝ հետևողականորեն մերժելով նշված ձևաչափով հանդիպումները շարունակելու Արցախի Հանրապետության բոլոր հետագա առաջարկները։

Արցախի Հանրապետության իշխանությունները բազմիցս հայտարարել են, որ խաղաղ գործընթացի վերսկսման համար անհրաժեշտ է վերականգնել միջազգայնորեն ճանաչված բանակցային ձևաչափը, որի շրջանակներում հնարավոր կլինի բարեխղճության, համագործակցության և կողմերի իրավահավասարության սկզբունքների հիման վրա քննարկել բոլոր վիճահարույց հարցերն ու հակասությունները։ Միևնույն ժամանակ այս մեխանիզմը պետք է լինի ներառական և ներկայացուցչական, ինչպես նաև ունենա համապատասխան կարողություններ և լիազորություն՝ ապահովելու ձեռք բերված պայմանավորվածությունների և կողմերի ստանձնած պարտավորությունների կատարումը։
