«Փաստ» օրաթերթը գրում է

Էկոնոմիկայի նախարարության՝ հանրային քննարկման ներկայացրած «ՀՀ-ում աշնանացան ցորենի արտադրության խթանման 2023-2027 թթ. պետական աջակցության ծրագիրը հաստատելու մասին» նախագծի ընդունումը պայմանավորված է աշխարհաքաղաքական իրադրության հետևանքով ստեղծված պայմաններում երկրում պարենային անվտանգության ապահովման, մասնավորաբար՝ տեղական աշնանացան ցորենի արտադրությունը խթանելու նպատակով պետական աջակցություն ցուցաբերելու անհրաժեշտությամբ։ Վիճակագրական կոմիտեի տվյալներով՝ 2022 թ.-ին 2021 թ.-ի համեմատ աշնանացան ցորենի ցանքատարածությունները նվազել են 3,9 տոկոսով, սակայն համախառն բերքն ավելացել է՝ 42,4 տոկոսով։ Վերջին տարիների ընթացքում հանրապետությունում նվազել է ցորենի ինքնաբավության մակարդակը։

Կառավարության 2021-2026 թթ. ծրագրով նպատակ է դրվել մինչև 70 տոկոսով սուբսիդավորել բարձրորակ գարնանացանի և աշնանացանի սերմերի ձեռքբերումը։ Կարգավորման նպատակն է աշնանացան ցորենի 1 հեկտարի մշակության ծախսերի մասնակի փոխհատուցման միջոցով՝ նպաստել աշնանացան ցորենի ցանքատարածությունների ավելացմանը՝ նաև չմշակվող հողերի օգտագործման միջոցով, տեղական արտադրության ցորենի ծավալների և տնտեսվարող սուբյեկտների եկամուտների ավելացմանը, ցորենի ֆիզիկական և տնտեսական մատչելիության ապահովմանը։ Առաջարկվում է բոլոր մարզերում մինչև 100 հա մակերեսով ցորենի ցանքատարածություններ մշակող գյուղացիական տնտեսություններին մասնակի (մոտ 50 տոկոս) փոխհատուցել աշնանացան ցորենի մշակության ծախսերը, մասնավորաբար՝ գնահատվել է, որ հավաստագրված սերմերով ցանքի դեպքում կփոխհատուցվի սերմի, պարարտանյութի ձեռքբերման և վարի ու չիզելի գնահատված ծախսերը, իսկ չհավաստագրված սերմերի դեպքում՝ միայն պարարտանյութի և վարի ու չիզելի։

Փոխհատուցման գործընթացը կիրականացնեն համայնքները՝ մինչև այս տարվա սեպտեմբերի 15-ը Էկոնոմիկայի նախարարության հետ կնքված պայմանագրերի հիման վրա։ 1 հա-ի հաշվով հավաստագրված, սուպերէլիտա, էլիտային կամ 1-ին վերարտադրության սերմերով ցանքի դեպքում կփոխհատուցվի 120,0 հազար դրամ, իսկ չհավաստագրված սերմերով ցանքի դեպքում՝ 70,0 հազար դրամ՝ գնահատված ծախսերի շուրջ 50 տոկոսը։ Հաշվարկը կատարվել է հեկտարի հաշվով սերմացուի և պարարտանյութի ձեռքբերման ծախսերի վերաբերյալ մարզերից ներկայացված տեղեկատվության, ինչպես նաև վարի և չիզելի իրականացման ծախսերի հիման վրա։ Նախագծով ցանքը պետք է պարտադիր կատարվի վարելահողերի վրա։ Համայնքները կիրականացնեն պարտադիր, իսկ մարզպետարանները՝ ընտրանքային մոնիթորինգ։ Նախագծով առաջարկվում է նաև փոխհատուցման գումարների 3-5 տոկոսի չափով գումար տրամադրել համայնքներին՝ մոնիթորինգի արդյունավետ իրականացման համար:
