«Փաստ» օրաթերթը գրում է

ԿԳՄՍ-ի՝ «Համատեղ ֆիլմարտադրության կարգավիճակ տրամադրելու և դրա գործողությունը դադարեցնելու կարգը հաստատելու մասին» նախագծի ընդունման անհրաժեշտությունը, ըստ հեղինակների, պայմանավորված է «Կինեմատոգրաֆիայի մասին» 2021 թ.-ի հունիսի 30-ի ՀՕ-302-Ն օրենքի կիրարկումն ապահովելու, օտարերկրյա ներդրումների համար բարենպաստ պայմանների ստեղծման, հավել յալ եկամուտների գեներացման, օտարերկրյա և միջազգային կազմակերպությունների հետ համագործակցության խթանման, համատեղ ֆիլմարտադրության զարգացման, միջազգային կինոնախագծերի ստեղծման պայմանների հստակեցման և իրավակարգավորման հանգամանքներով:

Նշվում է, որ ՀՀ կինեմատոգրաֆիայի ոլորտում համատեղ ֆիլմարտադրությունն իրականացվում է «Կինեմատոգրաֆիական համատեղ արտադրության մասին» եվրոպական կոնվենցիայի դրույթներին համապատասխան և համարտադրող կողմերից յուրաքանչյուրն իր երկրում՝ համատեղ իրականացվող կինոնախագծի համար պետք է ստանա համատեղ ֆիլմարտադրության կարգավիճակը փաստող հավաստագիր, որը հնարավորություն կտա ստանալ ազգային ֆիլմի կարգավիճակ և օգտվել ազգային ֆիլերի համար սահմանված արտոնություններից: Նշված կարգավիճակը դեռևս չի գործում Հայաստանում, սակայն ոլորտի բարեփոխման նպատակով այն սահմանվել է «Կինեմատոգրաֆիայի մասին» օրենքով և ներկայումս ենթակա է կիրարկման: Միաժամանակ, այն ապահովում է համատեղ ֆիլմարտադրության շրջանակում կողմերի համահավասար կարգավիճակի իրավական կողմը:

Հավաստագրված համատեղ արտադրության կարգավիճակը նշանակում է պետական որոշակի ֆինանսավորման համար անհրաժեշտ ազգային կարգավիճակի ձեռքբերում և ազգային ֆիլմերի համար նախատեսված արտոնություններից օգտվելու հնարավորություն, այդ թվում՝ վարձութային շուկայի ընդլայնում: Հիմնական արտադրող երկիրը նախ ամբողջությամբ հաստատում է համատեղ արտադրության կարգավիճակը, որին հաջորդում են ֆինանսավորման ավելի փոքր մասնաբաժին ունեցող երկրները։ Հիմնական արտադրության երկիրը որոշվում է ֆինանսավորման մասնաբաժնով։ «Համատեղ ֆիլմարտադրության կարգավիճակ տրամադրելու և դրա գործողությունը դադարեցնելու կարգը հաստատելու մասին» նախագծի նպատակն է հստակեցնել համատեղ արտադրություն համարվող ֆիլմերի բաղկացուցիչները, ապահովել միջազգային չափորոշիչներին համապատասխան համագործակցություն և ընդլայնել ազգային ֆիլմերի միջազգային տարածումը:
