Որպեսզի Հայաստանը տա Լեռնային Ղարաբաղը, նախ այն պետք է իրեն պատկանի» վերնագրով հոդվածում մանրամասն պատմում է հայ-ադրբեջանական բանակցությունների շրջադարձերի և հարակից իրադարձությունների մասին, որոնց զարգացումն այսօր դժվար է կանխատեսել։ Պարբերականն անդրադառնում է Բաքվի հայտարարություններին և Երևանից հնչող որոշակի տեղեկատվական հոսքերին՝ դրանց շուրջ զրուցելով ռուս հայտնի քաղաքագետ, Քաղաքական տեղեկատվության կենտրոնի գլխավոր տնօրեն Ալեքսեյ Մուխինի հետ:

Հարց.- Ալեքսեյ Ալեքսեևիչ,Նիկոլ Փաշինյանի թիմի ուժային անդամները շարունակում են զայրանալ Մոսկվայի «գործողություններից և անգործություններից» և նախատել Ռուսաստանին բոլոր տեսակի մեղքերի համար, այդ թվում՝ հայ-ադրբեջանական հակամարտությունում Երևանի ջախջախիչ պարտության։

Մուխին.- Պատերազմում հաղթելու համար պետք էր պատրաստվել դրան, իսկ Նիկոլ Փաշինյանի իշխանությունն արեց ճիշտ հակառակը՝ զբաղվեց սեփական հարցերի լուծմամբ, անձնական դիրքերի ամրապնդմամբ: Այսինքն, սկսեց հենվել քաղաքական, բայց ոչ ռազմական բաղադրիչի վրա։ Արդյունքը պարտությունն էր։ Այստեղ այլ կարծիք լինել չի կարող։ Հայաստանի և Ադրբեջանի ռազմական հակամարտության ժամանակ Ռուսաստանը, գտնվելով կոնվենցիոնալ, օրինական դաշտում, արեց առավելագույնը, ինչ կարող էր անել նման պայմաններում։ Եթե Մոսկվան ավելի ակտիվ դիրք բռներ, ապա ստիպված կլիներ լքել վերը նշված իրավական դաշտը։ Այստեղից էլ եզրակացություն. հայկական կողմի բոլոր հուզական մեղադրանքներն անտեղի են, անարդար և խիստ կողմնակալ։

Հարց.- Եթե Հայաստանը, այնուամենայնիվ, Լեռնային Ղարաբաղը տա Ադրբեջանին, որը գերակայում է բանակցություններում, ինչպե՞ս է Մոսկվան կառուցելու իր քաղաքականությունն այդ ուղղությամբ։

Մուխին.- Որպեսզի Հայաստանը տա Լեռնային Ղարաբաղը, նախ պետք է այն իրեն պատկանի։ Եվ դատելով նրանից, թե ինչ է կատարվում պաշտոնական մակարդակով, Լեռնային Ղարաբաղը անկախ պետական սուբյեկտ է, թեկուզ չճանաչված։ Իսկ հայկական կողմի մեղքն այն է, որ այս երեսուն տարվա ընթացքում ոչինչ չի արել Ստեփանակերտի նկատմամբ իր դիրքորոշումը ինչոր կերպ կոնկրետացնելու համար։

Հարց.- Դա նշանակու՞մ է, որ ԱՄՆ Պետդեպարտամենտի ոմն Էնթոնի Բլինքեն վերջնական գործարքում հաշվի կառնի Լեռնային Ղարաբաղի կարծիքը։

Մուխին.- Ես կասկածում եմ: Պարոն Բլինքենը աշխարհաքաղաքական կեղտոտ խաղեր տվող մարդ է, և նա ոչ մի լավ բան չի տա Լեռնային Ղարաբաղին։

Հարց.- Իսկ ինչպե՞ս եք գնահատում իրադարձությունների զարգացումը Հարավային Կովկասում։

Մուխին.- Ես, ըստ էության, լավատես մարդ եմ, բայց այս իրավիճակում հոռետես եմ։ Դա է իրողությունը։
