Մենք ԼՂ ժողովրդի կողմից մանդատ չենք ստացել՝ իրենց ապագան բանակցելու համար, ըստ այդմ, մենք իրավունք չունենք որոշել նրանց կարգավիճակը, մենք այդպիսի հավակնություն չենք ներկայացրել և չենք էլ փորձում այդպիսի բան անել։ Այս մասին ԱԺ-ում 2022 թվականի բյուջեի կատարողականի զեկուցման ժամանակ, պատասխանելով «Հայաստան» խմբակցության պատգամավոր Արթուր Խաչատրյանի հարցին, ասաց ԱԳ նախարար Արարատ Միրզոյանը։

«Միակ բանը, որ մենք փորձում ենք անել ՀՀ-Ադրբեջան հարաբերությունների կարգավորման գործընթացում, հետևյալն է․ մենք համարում ենք, որ այդ կարգավորումը իրատեսական ու ամբողջական չի կարող լինել, եթե այդ կարգավորման շրջանակներում չի ստեղծվում երկխոսության մի մեխանիզմ, որտեղ ԼՂ ժողովուրդը և պաշտոնական Բաքուն կարող են երկխոսել։ Որևէ մեկը չի ժխտում, որ ԼՂ ժողովրդի անվտանգության և իրավունքների հետ կապված կան բազմաթիվ հարցեր, դրա մասին են վկայում բլոկադան, Լաչինի միջանցքի ապօրինի արգելափակումն ու այլ հարցեր։ Դրանք պետք է քննարկվեն ու հասցեագրվեն, ո՛չ մեր կողմից, այլ ԼՂ ժողովրդի կողմից ընտրված մարմինների ու լիազոր ինստիտուտների կողմից»,- ասաց Միրզոյանը։

Աչթուր Խաչատրյանի այն հարցին՝ արդյո՞ք ստացել են Արցախի Հանրապետության իշխանությունների լիազորությունը՝ Արցախի նկատմամբ վերահաստատել Արդբեջանի գերիշխանությունը, նախարարն ասաց․

«ԼՂ ո՛չ ժողովուրդը, ո՛չ էլ նրանց ընտրած իշխանությունները չեն լիազորել մեզ բանակցել իրենց կարգավիճակի շուրջ ու մենք չենք էլ բանակցում այդ կարգավիճակի շուրջ։ ՀՀ-ն ինչպես նախկինում, այնպես էլ հիմա ճանաչում է Ադրբեջանի տարածքային ամբողջականությունը»։
