Հունիսի 1-ից պարեկներն ապահովելու են մգեցված ապակիների օրենքի պրակտիկ կիրառումը․ ՆԳՆ

Ներքին գործերի նախարարությունը հայտարարություն է տարածել հունիսի 1-ից ուժի մեջ մտնող օրենքի դրույթի վերաբերյալ ըստ որի այն վարորդները, որոնց մեքենաների ապակիները թույլատրելիից մգեցված կլինեն, կտուգանվեն։
«Հարգելի' քաղաքացիներ,
ՀՀ ՆԳՆ ոստիկանությունը նախապես հայտարարել էր, որ ներպետական օրենսդրության իրավադրույթների և Մաքսային միության տեխնիկական կանոնակարգի համաձայն՝ մեքենաների առջևի կողային ապակիների լուսաթափանցելիությունը պետք է կազմի առնվազն 70 %, և, որ հունիսի 1-ից օրենքը կիրառվելու է։
Մշտադիտարկումները ցույց են տվել, որ վարորդների մեծ մասը, անսալով Ոստիկանության հորդորներին, արդեն իսկ հեռացրել են թաղանթները և փոխարինել մգեցված ապակիները։
Խնդրո առարկա թեմայով ԱԺ Պաշտպանության և անվտանգության հարցերի մշտական հանձնաժողովի նախաձեռնությամբ «Քաղաքացիական պայմանագիր» խմբակցության պատգամավորները հանդիպել են նաև Ներքին գործերի նախարար Վահե Ղազարյանի հետ։
Հաշվի առնելով թաղանթապատված ապակիներով մեքենաների քանակը, խախտումը վերացնելու համար նախատեսված ժամանակի սղությունը, ինչպես նաև իրավակիրառ պրակտիկան կտրուկ փոփոխելու ոչ նպատակահարմար լինելու հանգամանքը՝ պատգամավորների կողմից ներկայացվել է առաջարկ՝ ցանկալի արդյունքին հասնել հնարավորինս նվազ վարչական ներգործության միջոցներով։
Միաժամանակ, այս ընթացքում տարբեր լրատվական աղբյուրներ տարածել են հարցի առնչությամբ տարբեր, երբեմն՝ ապակողմնորոշող մեկնաբանություններ կամ ոստիկանության առաջիկա գործողությունների վերաբերյալ իրականությանը չհամապատասխանող տեղեկություններ։
Հարկ ենք համարում նշել, որ՝
- ՀՀ ՆԳՆ ոստիկանությունը հորդորել և հորդորում է հեռացնել առջևի կողային ապակիների թաղանթապատումը կամ փոխարինել մգեցված ապակիները՝ պահպանելով լուսաթափանցելիության թույլատրելի չափերը։
- Հունիսի 1-ից պարեկները և ճանապարհային ոստիկաններն ապահովելու են օրենքի պրակտիկ կիրառումը։ Կիրառմանը զուգահեռ շարունակելու ենք շեշտը դնել նաև բացատրական աշխատանքների իրականացման վրա, որովհետև մեր նպատակը ոչ թե պարզապես պատասխանատվություն կիրառելն է, այլ երթևեկության անվտանգության ապահովումը, օրինապահ վարքագծի խթանումը»,- ասվում է հայտարարությունում։
