Կառավարությունը պետք է բարենպաստ դաշտ ստեղծի գործարարության զարգացման համար
INTERVIEWԿարճ ժամանակ առաջ Եվրահանձնաժողովի ղեկավար Ուրսուլա ֆոն դեր Լայենը հայտարարեց, որ Ռուսաստանի դեմ պատժամիջոցների հերթական՝ 11-րդ փաթեթով նախատեսվում է ընդլայնել արգելված այն ապրանքների ցանկը, որոնք Ռուսաստան են մտնում երրորդ երկրների միջոցով։
Ըստ Եվրահանձնաժողովի ղեկավարի՝ այդ նպատակով ԵՄ-ն նախատեսում է ստեղծել նոր գործիքներ, որոնք պետք է կանխարգելիչ դեր կատարեն և թույլ չտան երրորդ երկրներին շրջանցել պատժամիջոցները։
Այս հայտարարությունից հետո՝ մայիսի 25-ին, Հայաստանի Կառավարությունը փոփոխություն կատարեց Հայաստանից արտահանվող և Հայաստանի Հանրապետության տարածքով տարանցիկ փոխադրվող զգայուն ապրանքների ցանկը հաստատելու մասին օրենքում և մտցվեցին արտահանման սահմանափակումներ Հայաստանի Հանրապետության ազգային անվտանգության տեսանկյունից զգայուն այն ապրանքների համար, որոնք որոշակի վերափոխման արդյունքում կարող են հանդիսանալ օրենքով հսկվող ապրանքներ։
168 TV-ի «Ռեվյու» հաղորդաշարի եթերում Աուդիտորների պալատի նախագահ Նաիրի Սարգսյանը, խոսելով Կառավարության մայիսի 25-ի որոշման մասին, նշեց, որ այս որոշմամբ Հայաստանը կարծես միանում է արևմտյան պատժամիջոցներին՝ ընդդեմ Ռուսաստանի։
«Կառավարության մայիսի 25-ի որոշումը նախապատրաստությունն է ընդդեմ Ռուսաստանի պատժամիջոցներին միանալուն։ Կարծես թե, Հայաստանի Կառավարությունը պատրաստվում է միանալ Ռուսաստանի դեմ գործողություններին, որովհետև, եթե Ռուսաստանին չեն մատակարարում միկրոսխեմաներ և այլ պարագաներ, համաձայն Կառավարության ընդունած որոշման հավելվածի, ապա Ռուսաստանում անգամ համակարգիչների քանակը չի բավարարելու և աշխատանքը պարալիզացվելու է՝ նման ապրանքների պակասի պատճառով։ Բնական է, որ Ռուսաստանն իր ներքին պահանջարկը բավարարելու է այլ եղանակով. օրինակ՝ Թուրքիան ամենաշատ միկրոսխեմաներ արտահանող երկիրն է»,- ասաց Սարգսյանը։
Հարցին՝ Հայաստանի Կառավարության ընդունած որոշումը, որով դեպի Ռուսաստան Հայաստանից միկրոսխեմաներ և ոչ միայն, չեն արտահանվի, ի՞նչ հետևանքներ կարող է ունենալ մեր տնտեսության վրա, Նաիրի Սարգսյանը պատասխանեց.
«Հետևանքներից մեկն արդեն ունեցել ենք. կանթամթերքի արտահանման հետ կապված արգելքներն են, հետևանքները կունենանք այլ ապրանքների արտահանման արգելքի հետ կապված՝ ևս։ Քաղաքական առումով, հետևանքը կլինի այն, որ կունենանք Ռուսաստանի կողմից ավելի թրքամետ և ադրբեջանամետ դիրքորոշումների խորացում, ավելի քիչ՝ դաշնակցային պարտավորությունների իրացում»,- ասաց Սարգսյանը։
