Կառավարությունը 19,9 մլն դրամ հատկացրեց Գյումրու քաղաքային ճանապարհների ծրագրի համար

ՀՀ կառավարությունն իր այսօրվա՝ մայիսի 25-ի նիստում որոշեց 19,9 մլն դրամ հատկացնել Վերակառուցման և զարգացման եվրոպական բանկի (ՎԶԵԲ) վարկային և դրամաշնորհային միջոցների հաշվին իրականացվող «Գյումրու քաղաքային ճանապարհների ծրագիր» ծրագրի շրջանակներում կապալառու կազմակերպության հետ կնքված պայմանագրի ներքո ձևավորված պարտավորությունները կատարելու համար վճարված կանխավճարի նկատմամբ հաշվարկված ԱԱՀ վճարումներն իրականացնելու համար:
Որոշման հիմնավորման մեջ նշվում է, որ Հայաստանի և ՎԶԵԲ-ի միջև 2016թ. մայիսի 11-ին ստորագրված «Գյումրու քաղաքային ճանապարհների ծրագիր» վարկային համաձայնագրով նախատեսվում է 14,6 մլն եվրո գումար տրամադրել Հայաստանի Հանրապետությանը՝ Համաձայնագրով սահմանված Ծրագրի իրագործման համար:
Հարկ է նշել, որ Ծրագրի հիմնական նպատակն է Գյումրի քաղաքում ունենալ անվտանգ երթևեկության կազմակերպման համար բարեկարգ փողոցներ և էներգախնայող արտաքին լուսավորության ցանց։ Ծրագրի շրջանակներում, մասնավորապես, նախատեսվում է իրականացնել Գյումրի քաղաքի ճանապարհների հիմնանորոգման և քաղաքի փողոցների արտաքին լուսավորության ցանցի արդիականացման աշխատանքներ, այդ թվում` ասֆալտի և մայթեզրերի նորոգում, ինչպես նաև ջրահեռացման/դրենաժային/ ենթակառուցվածքների արդիականացում, հետիոտնային նոր տարածքների կառուցում, քաղաքային լուսավորության ենթակառուցվածքների վերակառուցում և Գյումրի քաղաքի համար ավտոկայանատեղիների վերաբերյալ ռազմավարության և գործողությունների պլանի մշակում:
Ծրագրի իրականացման արդյունքում Ա և Բ Տրանշներով արդեն իսկ հիմնանորոգվել է 34 փողոց և 3 հրապարակ։
Ծրագրի ընդհանուր արժեքը կազմում է մոտ 23,840,000 եվրո, որից 14,600,000 եվրո վարկային միջոցներ տրամադրվում են ՎԶԵԲ-ի կողմից: Վարկը բաղկացած է 3 մասնաբաժիններից՝ Տրանշ Ա և Տրանշ Բ՝ յուրաքանչյուրը՝ 5.3 մլն եվրո, Տրանշ Գ՝ 4 մլն եվրո:
Հարկ է նշել, որ վարկային միջոցների տրանշներին համապատասխան դրամաշնորհային միջոցները ևս տրամադրվելու են երեք տրանշներով (Տրանշ Ա-ի և Տրանշ Բ-ի համար 2,650,000 - ական եվրո, Տրանշ Գ-ի համար` 2,000,000 եվրո):
Վերակառուցման և Զարգացման Եվրոպական Բանկի վարկային և դրամաշնորհային միջոցների հաշվին իրականացվող «Գյումրու քաղաքային ճանապարհներ» ծրագրի շրջանակներում կապալառու կազմակերպության հետ 2020թ․-ին կնքված պայմանագերի համաձայն վճարված կանխավճարի նկատմամբ հաշվարկված և այս տարի կատարված ԱԱՀ վճարումներից հետո 12017 և 12018 միջոցառումների համար նախատեսված 2023թ․-ի պետական բյուջեով նախատեսված համաֆինանսավորման գումարները սպառվել են։
Այժմ պայմանագրի ներքո վճարված կանխավճարի նկատմամբ հաշվարկված ԱԱՀ վճարման նպատակով անհրաժեշտ են 19,935.6 հազար դրամ վարկային և դրամաշնորհային պետական համաֆինանսավորման միջոցներ, հետեւաբար այս նախգծով առաջարկվում է 2023 թվականի պետական բյուջեով նախատեսված միջոցներից 19,935.6 հազար դրամ գումարը վերաբաշխել:
