Արցախի նախագահ Արայիկ Հարությունյանի երեկվա ուղերձը, նախորդների համեմատ, բովանդակային էր՝ իր մեջ պարունակելով արտաքին և ներքաղաքական հարցերի բավականին լայն շրջանակ:

ԼՂՀ նախագահը բաց տեքստով հակադրվեց Նիկոլ Փաշինյանի տեսակետներին:

«Ողջունելով Արցախի Ազգային ժողովի հայտարարությունը ՀՀ վարչապետ Նիկոլ Փաշինյանի կողմից հնչեցված մտքերի վերաբերյալ՝ ընդգծում եմ, որ մեզ համար անընդունելի է Արցախի Հանրապետության ինքնիշխանությունը, մեր ժողովրդի ինքնորոշման իրավունքը և դրա իրացման փաստն անտեսող ցանկացած հայտարարություն և փաստաթուղթ»,- հայտարարել է Արայիկ Հարությունյանը։

Արցախը չի եղել և չի լինելու Ադրբեջանի կազմում, քանի որ դա է մեր ժողովրդի կամքը, շեշտել է նա:

Հարությունյանը, բնականաբար, շեշտել է պաշտոնական Ստեփանակերտի «կարմիր գիծը», այնուամենայնիվ՝ չմանրամասնելով, թե ինչպես է պատկերացնում Բաքվի հետ երկխոսությունը, եթե նկատի ունենանք Ադրբեջանի իշխանությունների տրամագծորեն հակադիր մոտեցումները:
Ինչ վերաբերում է Արցախում ստեղծված ներքաղաքական ճգնաժամին, ապա նախագահի խոսքից կարելի է գալ անուղղակի եզրակացության, որ նա անուղղակիորեն մերժում է Սամվել Բաբայանին պետնախարար նշանակելու, իշխանության զուգահեռ մարմիններ ստեղծելու առաջարկությունները:

Արցախի նախագահը հայտարարել է՝ կառչած չէ իր պաշտոնից, պատրաստ է համագործակցության. «Այդուհանդերձ, ոչ մի պարագայում թույլ չեմ տալու ներքին կործանարար իշխանատենչությունը, անձնական նկրտումների բավարարման փորձերը»։

Այնուամենայնիվ, Հարությունյանի վճռականությունը որևէ պարագայում չի ենթադրում, որ Ստեփանակերտում ներքաղաքական կրքերն արագ մարելու են:
