«Փաստ» օրաթերթը գրում է

Vedomosti.ru-ն «Վլադիմիր Պուտինը Մոսկվայում կընդունի Հայաստանի և Ադրբեջանի ղեկավարներին» վերնագրով հոդվածում գրում է, որ Վլադիմիր Պուտինի միջնորդությամբ մայիսի 25-ին Մոսկվայում տեղի կունենա Իլհամ Ալիևի և Նիկոլ Փաշինյանի հանդիպումը։ Այդ մասին մայիսի 18-ին կառավարության նիստում հայտարարել է Հայաստանի վարչապետը։ Հայաստանի և Ադրբեջանի միջև բանակցությունների նոր փուլն ընթանում է հայադրբեջանական շփման գծում բախումների հերթական սրման ֆոնին, նշել է ՄԳԻՄՕ-ի հետխորհրդային հետազոտությունների կենտրոնի ավագ գիտաշխատող Ստանիսլավ Պրիտչինը։ «Արևմտյան ուղու շուրջ բանակցությունների բոլոր նախորդ փուլերը չեն հանգեցրել լարվածության թուլացման։

Այդ ֆոնին ինձ համար անակնկալ է պետությունների ղեկավարների համաձայնությունը՝ բանակցություններ վարել Մոսկվայում։ Ամենայն հավանականությամբ, կողմերը հասկացել են, որ, առանց երկխոսության վերսկսման, իրավիճակը կարող է հանգեցնել մեկ այլ լոկալ հակամարտության»,- ասել է փորձագետը։ Պրիտչինի խոսքով, խաղաղության պահպանման արևմտյան մոտեցումը, ի տարբերություն ռուսականի, ներառում է շրջանակային համաձայնագրի կնքում, բայց առանց բարդ մանրամասների համաձայնության։ «Դրանք առաջին հերթին Ղարաբաղի հայերի իրավունքների ու անվտանգության ապահովման մեխանիզմներն են, տրանսպորտային միջանցքների ապաշրջափակումը, սահմանազատումը։ Մոսկվան իր հերթին նախընտրում է խնդրի համապարփակ լուծում 2020 թվականի եռակողմ հայտարարության մեջ նկարագրված ճանապարհային քարտեզի շրջանակներում: Ռուսաստանը ձգտում է իրական բովանդակությամբ հաշտության պայմանագրի կնքման հասնել»,- կարծիք է հայտնել փորձագետը։

Առաջիկա բանակցությունների թեմաներից է լինելու նաև Լաչինի միջանցքի և ապրիլի 23-ին հայ-ադրբեջանական սահմանին տեղադրված ադրբեջանական անցակետի խնդիրը, շարունակել է Պրիտչինը։ «Ես կասկածում եմ, որ կողմերը փոխըմբռնման կհասնեն այդ հարցում։ Փաստն այն է, որ Բաքուն այն տեղադրել է իր՝ միջազգայնորեն ճանաչված սահմանին։ Իսկ ռուս խաղաղապահների մանդատը Հայաստանի և Ադրբեջանի սահմանին անձնագրային և մաքսային հսկողության իրականացում չի նախատեսում։ Որոշ ժամանակ անց դա հայկական կողմից բողոքի կհանգեցնի»,- եզրափակել է Պրիտչինը:
