Ադրբեջանը 85 օր շարունակ լրիվ կամ մասնակի ընդհատել է Հայաստանից Արցախ գազամատակարարումը

Ադրբեջանի կողմից շրջափակման և կենսական ենթակառուցվածքների դիտավորյալ խափանումների հետևանքով նշանակալիորեն վատացել է Արցախի բնակչության կենսամակարդակը՝ ի լրումն սննդի ու առողջության հետ կապված խնդիրների: Այդ մասին նշված է Արցախի Հանրապետության Մարդու իրավունքների պաշտպանի՝ մայիսի 11-ին հրապարակած արտահերթ եռալեզու զեկույցի թարմացված տարբերակում՝ Ադրբեջանի կողմից Արցախի Հանրապետության հինգ ամսվա (150-օրյա) շրջափակման հետևանքով մարդու անհատական և հավաքական իրավունքների խախտումների վերաբերյալ:
ՄԻՊ արտահերթ զեկույցը փաստել է, որ Ադրբեջանը հանրագումարային 85 օր շարունակ լրիվությամբ կամ մասնակիորեն ընդհատել է Հայաստանից Արցախ վատթարացնելով հումանիտար վիճակն Արցախում և խորացնելով մարդու իրավունքների խախտումները:
Քանի որ բնակչության շուրջ 80 տոկոսը (մոտ 100,000 մարդ) գազի սպառող է և նրանց մեծամասնությունն էլ գազն օգտագործում է ոչ միայն տաք ջրի ու կենցաղային այլ նպատակներով, այլև՝ ջեռուցման նպատակով, հետևաբար, գազամատակարարման ընդհատումները հանգեցրել են բնակչության մեծամասնության ջեռուցման ու կենսամակարդակի լրացուցիչ ճգնաժամի:
Գազամատակարարման ընդհատումներով պայմանավորված՝ շուրջ 4 շաբաթ շարունակ լրիվությամբ կամ մասնակիորեն չեն գործել ուսումնական հաստատությունները՝ հանգեցնելով երեխաների կրթության իրավունքի զանգվածային խախտման:
Հաշվի առնելով, որ 2022թ. մարտին Հայաստանից Արցախ մտնող միակ գազատար խողովակի՝ Ադրբեջանի կողմից պայթեցնելուց հետո ադրբեջանական կողմը փական է տեղադրել խողովակի վրա և ցանկացած պահի կարողանում է ընդհատել գազամատակարարումը՝ Արցախի բնակչությունը կախված է անհուսալի ու անորոշ գազամատակարարումից՝ գիտակցելով, որ ընդհատումները կարող են կամայական պահի ու ժամկետով կրկնվել:
Հունվարի 9-ից արդեն 121 օր շարունակ ադրբեջանական վերահսկողության տակ գտնվող տարածքում (Աղավնո գյուղի մոտ) կտրված է Հայաստան-Արցախ միակ բարձրավոլտ էլեկտրագիծը, և ադրբեջանական կողմը թույլ չի տալիս Արցախի մասնագետներին մուտք գործել և վերականգնել էլեկտրամատակարարումը:
Հաշվի առնելով, որ էլեկտրաէներգիայի ներքին արտադրության ծավալները շատ ավելի քիչ են, քան՝ սպառումը, իսկ Սարսանգի ջրամբարի ջրային պաշարներն էլ գնալով նվազում են՝ հունվարի 10-ից Հանրապետությունն անցել է 2-ժամյա հովհարային անջատումների, հունվարի 17-ից՝ 4-ժամյա, հունվարի 21-ից՝ 6-ժամյա, իսկ մարտի 31-ից՝ 3-ժամյա՝ հաշվի առնելով եղանակների տաքացմամբ պայմանավորված էլեկտրաէներգիայի սպառման ծավալների զգալի նվազումը:
Էլեկտրամատակարարման կանոնավոր և վթարային խափանումները ողջ բնակչության մոտ հանգեցնում են զրկանքների, այդ թվում՝ ջեռուցման, տաք ջրի, սննդի պատրաստման, կենցաղային մաքրության կազմակերպման, հեռահաղորդակցության և մի շարք այլ հարցերում:
Հաշվի առնելով, որ շրջափակումից առաջ Արցախում սպառվող էլեկտրաէներգիայի շուրջ կեսն էր արտադրվում տեղի հիդրոէլեկտրակայանների միջոցով, որի գերակշիռ մասն ապահովվում է Սարսանգի խոշոր հիդրոէլեկտրակայանի կողմից և այս պայմաններում Սարսանգի ջրամբարի ջրային պաշարները արագորեն նվազում են՝ Արցախի կառավարությունը ստիպված է լինելու առաջիկայում ավելացնել հովհարային անջատումների ժամանակահատվածը գործող 3 ժամից, ինչը հանգեցնելու է մարդկանց զրկանքների հետագա խորացման:
