Մարդու իրավունքների պաշտպան Անահիտ Մանասյանը հայտարարություն է տարածել Սոթքի անմիջական հարևանությամբ ադրբեջանական զինված ուժերի գործողությունների արդյունքում մարդու իրավունքների խախտումների վերաբերյալ:
 
«Այսօր՝ մայիսի 11-ի վաղ առավոտյան, ադրբեջական զինված ուժերը Գեղարքունիքի մարզի Սոթք բնակավայրի անմիջական հարևանությամբ ձեռնարկել են ագրեսիվ գործողություններ՝ տարբեր տրամաչափի զինատեսակներից կրակ բացելով հայկական դիրքերի ուղղությամբ։
 
Ադրբեջանական զինված ուժերի կողմից Սոթքի հարևանությամբ ականանետների, հրետանային միջոցների կիրառումը խաթարում է խաղաղ բնակչության կյանքի, առողջության ապահովման և այլ հիմնարար իրավունքները։
 
Մարդու իրավունքների պաշտպանը շարունակում է ահազանգեր ստանալ այն մասին, որ կրակոցները գյուղում պարզ լսելի են, ինչի հետևանքով բնակիչներն ահաբեկված են, հայտնվել են անորոշության մեջ և սթրեսային վիճակում։ Առավոտից ամբողջությամբ դադարեցվել է նաև Սոթքի ոսկու հանքավայրի աշխատանքը՝ աշխատողների անվտանգության նկատառումներից ելնելով։
 
Խիստ մտահոգիչ է Ադրբեջանի կողմից վիրավոր զինծառայողին տեղափոխող շտապօգնության մեքենայի թիրախավորման առնչությամբ տարածված տեղեկատվությունը այն պայմաններում, երբ մեքենան եղել է համապատասխան տարբերանշանով և կահավորմամբ։ Հարկ է նկատի ունենալ, որ շտապօգնության մեքենան թիրախավորելն արգելված է միջազգային մարդասիրական իրավունքի նորմերով։
 
Պաշտպանի աշխատակազմը վիրավորում ստացած զինծառայողների առողջական վիճակի հետ կապված հարցերով անընդհատ կապի մեջ է հոսպիտալների ղեկավար կազմի և բուժաշխատողների հետ։ Զինծառայողների առողջական վիճակի հետ կապված հարցերը շարունակելու են գտնվել Պաշտպանի հատուկ ուշադրության ներքո։
 
Մարդու իրավունքների պաշտպանը ևս մեկ անգամ ընդգծում է, որ ՀՀ գյուղերի անմիջական հարևանությամբ ադրբեջանական զինված ուժերի կրակոցները, այդ թվում՝ խոշոր տրամաչափի զենքեր կիրառելը, կրում են նաև խաղաղ բնակչությանն ահաբեկելու, մշտապես սթրեսային և տագնապային վիճակում պահելու նպատակ։ Այդ գործողությունները կոպտորեն ոտնահարում են միջազգային իրավունքի սկզբունքները, իրական վտանգ են ներկայացնում քաղաքացիական բնակչության կյանքի իրավունքի և անվտանգության, ինչպես նաև մյուս հիմնարար իրավունքների ապահովման տեսանկյունից»,- ասված է հաղորդագրության մեջ։
