Վաշինգտոնյան բանակցություններում ամենակարևոր հարցերում առաջընթաց չի գրանցվել։ Այս մասին այսօր «Հաղթանակ» զբոսայգում լրագրողների հետ զրույցում ասաց Անվտանգության խորհրդի քարտուղար Արմեն Գրիգորյանը՝ պատասխանելով բանակցություններ արդյունքների ու առաջընթացների վերաբերյալ հարցին։
Ինչպես մանրամասնեց ԱԽ քարտուղարը, խոսքը Հայաստանի Հանրապետության ինքնիշխան 29800 քկմ տարածքի արձանագրման, Ստեփանակերտ-Բաքու միջազգային մեխանիզմի ստեղծման, ինչպես նաև միջազգային երաշխիքների ստեղծման մասին է։
«Նույնիսկ նոյեմբերի 9-ի եռակողմ հայտարարության տարրերի պահպանումը չի հաջողվում մեզ, որովհետև, օրինակ, Լաչինի միջանցքում, ըստ եռակողմ հայտարարության, Ադրբեջանը չպետք է ներկա լիներ, բայց այս պահին ներկա է։ Եվ մեզ համար շատ կարևոր է, որպեսզի ունենանք միջազգային երաշխիքների կամ երաշխավորների ինստիտուտ, որով կլուծենք նման հարցերը, այսինքն՝ բոլոր պայմանավորվածություններին հավատարիմ կմնանք», - ասաց Գրիգորյանը։
Պատասխանելով հարցին, թե արդյոք «Խաղաղության պայմանագիրը» վերանվանվել է այժմ «Հարաբերությունների կարգավորման համաձայնագիր» և ինչ բովանդակային փոփոխություններ է դա ենթադրում՝ Արմեն Գրիգորյանն ասաց․
«Կարծում եմ՝ վերնագիրն այնքան էլ կարևոր չէ, կարևորը բովանդակությունն է։ Նշեցինք, որ մի քանի կարևոր հարց կա և եթե այդ հարցերի շուրջ մենք կարողանում ենք լուծումներ գտնել, ապա կարևոր չէ, թե ինչպիսի վերնագիր կունենա»։
Անդրադառնալով Հայաստանի համար առավել նպաստավոր բանակցային հարթակին և Վաշինգտոնից, Բրյուսելից կամ Մոսկվայից հնչած առաջարկներին ու պայմաններին՝ Գրիգորյանը նշեց, որ խաղաղության պայմանագրի վերաբերյալ արևմտյան կողմից նման առաջարկներ չեն եղել, մինչդեռ նախկինում Ռուսաստանի Դաշնությունն է առաջարկներ ունեցել, որոնք էլ հրապարակային հայտնի են եղել և որոնցից մեկը վերաբերել է, օրինակ, Լեռնային Ղարաբաղի հիմնախնդրի լուծման հետաձգմանը։
«Ընդհանուր առմամբ՝ այս պահին բանակցություններն ավելի շատ երկկողմ են, միջնորդները փորձում են օգնել, որպեսզի բանակցություններում առաջընթաց գրանցենք։ Եվ Հայաստանի համար տարբերություն չկա, թե որտեղ են այդ բանակցություններն ընթանում», - ասաց Գրիգորյանը՝ շեշտելով, որ ՀՀ-ի համար առավել ցանկալի են այն բանակցությունները, որոնցում հնարավոր կլինի առաջընթաց գրանցել, մինչդեռ այս պահին ոչ մի տեղ դեռևս չի հաջողվել առաջընթացի հասնել։
