Հայաստանում էլեկտրաէներգիայի ոլորտում տիրող բարդ իրավիճակը, երբ սակագնի բարձրացումը զանգվածային բողոքի ալիք առաջ բերեց, բացառապես տնտեսական և ոչ թե քաղաքական պատճառներ ունի, և դրա հիմքում սեկտորի կարգավորման համակարգային խնդիրներն են ընկած: Այս մասին ՏԱՍՍ-ի հետ զրույցում հայտարարել է «Ինտեր ՌԱՕ»-ի խորհրդի նախագահ Բորիս Կովալչուկը:
«Հայաստանում էլեկտրաէներգիայի շուրջ ստեղծված իրավիճակը բացառապես տնտեսական պատճառներ ունի: Այստեղ քաղաքականություն չկա»,- ասել է Կովալչուկը:
Նա հայտարարել է, որ «Ինտեր ՌԱՕ»-ն ողջունում է աուդիտ անցկացնելու գաղափարը: «Վստահ եմ, որ արդյունքում եզրակացություններ կարվեն, որոնք կհաստատեն ոլորտում համակարգային փոփոխությունների նպատակահարմարությունը»,- ասել է խորհրդի նախագահը:
Կովալչուկը հայտարարել է, որ ՀԷՑ-ի կրած վնասները երկրում գործող կարգավորող համակարգի արդյունք են:
«ՀԷՑ» ՓԲԸ-ի տարիներ շարունակ կուտակած կորուստները պայմանավորված են Հայաստանի Հանրապետությունում էլեկտրաէներգիայի շուկայի կանոնների և սակագների կարգավորման գործող համակարգով»,- ասել է Կովալչուկը:
Նրա խոսքով` կարգավորման համակարգը ենթադրում է ՀԷՑ-ի հաշվին գեներացնող ընկերությունների ֆինանսավորում և հարկադրում է ընկերությանը գնել ավելի թանկ էլեկտրաէներգիա, քան նախատեսված Հայաստանի էներգետիկ հաշվեկշռով` առանց սպառողի կողմից փոխհատուցման:
Նա հավելել է, որ 11 տարվա ընթացքում սակագների ոչ բավարար բարձրացումը, Մեծամորի ատոմակայանի վերանորոգումը, ինչպես նաև Հայաստանի հիդրոէլեկտրակայաններում արտադրման ծավալների նվազեցումը հանգեցրել է նրան, որ երկրի բաշխիչ ցանցը 37 մլրդ դրամ պակասորդ է ունեցել:
«Դա էլ հենց դարձել է այս բարդ ֆինանսական իրավիճակի պատճառը»,- ասել է Կովալչուկը:
Նա նշել է, որ ավելի վաղ ընկերությունը կարողանում էր փակել ճեղքերը վարկերի միջոցով, սակայն այսօր հետագա վարկերի հնարավորությունները սպառվել են:
«2014թ. սկզբից ոչ բավարար դրամական միջոցների պատճառով «ՀԷՑ» ՓԲԸ-ն, չունենալով հնարավորություն գեներացնող ընկերություններին ժամանակին վճարելու հնարավորություն, գործում է ֆինանսական կայունության սահմանին»,- ասել է Կովալչուկը:
