«Փաստ» օրաթերթը գրում է
infoteka24.ru–ն «ԱՄՆ-ը Հայաստանին և Ադրբեջանին է տրամադրել իր հարթակը. ակտիվացման դրդապատճառները» վերնագրով հոդվածում գրում է, որ մայիսի 1-ին Վաշինգտոնում տեղի է ունեցել Հայաստանի և Ադրբեջանի արտաքին գործերի նախարարներ Արարատ Միրզոյանի և Ջեյհուն Բայրամովի եռակողմ հանդիպումը ԱՄՆ պետքարտուղար Էնթոնի Բլինկենի մասնակցությամբ։ Եռակողմ ձևաչափով քննարկվել են տարածաշրջանային անվտանգության ոլորտում տիրող իրավիճակը, Հայաստանի և Ադրբեջանի միջև հարաբերությունների կարգավորման և Լաչինի միջանցքի շրջափակման հարցերը։ Կոնկրետ պայմանավորվածություններ ձեռք չեն բերվել, համենայն դեպս, դատելով մասնակիցների պաշտոնական հաղորդագրություններից։
Հայաստանի և Ադրբեջանի հարաբերությունների կարգավորման ուղղությամբ ԱՄՆ-ի ակտիվացումը, իհարկե, պայմանավորված է ոչ միայն և ոչ այնքան ալտրուիստական նկատառումներով, որքան տարածաշրջանում սեփական շահերով։ Երևանի և Բաքվի միջև հարաբերությունների կարգավորման գործում նույնիսկ աննշան հաջողությունն իսկ արդեն ԱՄՆ-ին կդնի առնվազն Ռուսաստանի հետ հավասար դիրքերում, որը Եռակողմ հայտարարության երաշխավորն է, բայց հատկապես վերջին ժամանակներում ի վիճակի չէ ստիպել Ադրբեջանին պահպանել հայտարարության կետերը: Հենց այդ պահն էլ լեգիտիմություն է ստեղծել կարգավորման բանակցությունների ամերիկյան հարթակի ակտիվացման համար։ Եթե Վաշինգտոնը կարողանա պատերազմող կողմերին առաջարկել նորմալացման քայլ, թեկուզ շատ սահմանափակ ձևով և փոքր մասշտաբով, Մոսկվան ստիպված կլինի պատասխանել:
Ռուսաստանի կողմից ամենաարդյունավետ արձագանքը, անշուշտ, կլինի այն, որ Բաքվին վերադարձնի Եռակողմ հայտարարության իրականացմանը, որը, սակայն, կարծես թե, շատ բարդ խնդիր է։ Եթե Մոսկվայի կողմից համարժեք արձագանք չլինի, ապա դա զգալիորեն կընդլայնի ԱՄՆ–ի հնարավորությունների պատուհանը։ Հարավային Կովկասը Ռուսաստանի երբեմնի անվերապահ ազդեցության գոտուց կվերածվի առնվազն վիճելի տարածաշրջանի, իսկ ամերիկյան կողմի հետագա հաջողությունների դեպքում նույնիսկ ԱՄՆ ազդեցության տարածաշրջանի։ Իրադարձությունների այս զարգացումը չափազանց անբարենպաստ է նաև տարածաշրջանային մեկ այլ խաղացողի՝ Իրանի համար։ Եթե ԱՄՆ-ն ամրապնդվի Հարավային Կովկասում, ապա Իսլամական Հանրապետության հյուսիսային սահմաններին վտանգը կմեծանա, մասնավորապես, իսրայելական կործանիչների տեսքով։ Այսօր արդեն պարզ է, թե կոնկրետ որտեղ է գտնվելու այդ վտանգը: Ալիևը շատ ակտիվորեն է սկսել օդանավակայանների ցանց կառուցել Արցախի օկուպացված հատվածի հարավում։
