«Փաստ» օրաթերթը գրում է

Պաշտպանության նախարարությունն առաջարկում է փոփոխություն կատարել կառավարության 2023 թ. փետրվարի 9-ի N 162-Ն և փոփոխություններ ու լրացում` 2023 թ. փետրվարի 9-ի N 166-Ն որոշումների մեջ: Նախագծի համաձայն, սահմանվում են ՊՆ համակարգի մարտական խնդիրների իրականացման, պլանավորման կամ վերահսկման գործառույթներ ունեցող պաշտոններ զբաղեցնող սպայական, ենթասպայական և շարքային կազմերի պայմանագրային զինծառայողների ատեստավորման արդյունքների գնահատման նոր ձևաչափ և ստացած գնահատականների հիման վրա հավելավճարների նոր չափեր, ինչպես նաև հստակեցվում է օրենքով սահմանված դեպքերում իրականացված նոր ատեստավորման արդյունքներով զինծառայողին համապատասխան չափով հավելավճարի հաշվարկման կարգը:

N 162-Ն որոշմամբ սահմանված կարգի 37-րդ կետի համաձայն՝ ատեստավորման արդյունքներով որակավորված է համարվում ֆիզիկական, կրակային և շարային պատրաստության վարժություններից և վարժաձևերից յուրաքանչյուրից առնվազն «լավ» գնահատական ստացած և թեստային առաջադրանքներից 35 և ավելի հարցի ճիշտ պատասխանած զինծառայողը: N 166Ն որոշմամբ սահմանվել են հավելավճարների չափերը՝ ըստ զինծառայողների կազմերի և պաշտոնների խմբերի:

Զինծառայողների ատեստավորման գործընթացի կազմակերպման շրջանակներում առաջին ատեստավորումը նախատեսվում է անցկացնել հունիսի ընթացքում. իրականացվում են համապատասխան զինծառայողների ֆիզիկական, կրակային և շարային պատրաստության աստիճանի բարձրացման ինտենսիվ աշխատանքներ, որոնց ընթացքում զինծառայողների հետ տեղի ունեցած քննարկումները և պատրաստության աստիճանի նախնական գնահատումների արդյունքները պարզ է դարձել, որ ատեստավորման համակարգի ներդրման և հետագա կենսագոյության համար անհրաժեշտ է ունենալ գնահատման տարբերակված արդյունքներին համապատասխանող հավելավճարների չափեր՝ հավելավճար նախատեսելով նաև «բավարար» գնահատական ստացած զինծառայողների համար, ինչպես նաև տարանջատելով «լավ» կամ «գերազանց» գնահատական ստացած զինծառայողների հավելավճարների չափերը:

Առաջարկվում է կարգում սահմանել «ենթակա չէ հաշվարկվելու հավելավճար» եզրակացության կայացման դեպքը, հստակեցնել թեստավորման արդյունքներով «գերազանց» կամ «լավ» կամ «բավարար» գնահատելու պայմանները, ինչպես նաև հավելավճարի համապատասխան չափի հստակեցման նպատակով սահմանել «գերազանց» կամ «լավ» կամ «բավարար» գնահատելու պայմանները: Ըստ այդմ, առաջարկվում է նաև «գերազանց» գնահատական ստացած զինծառայողների հավելավճարների չափերն սահմանել գործող չափերից 50,000 դրամով ավելի, իսկ «բավարար» գնահատական ստացած զինծառայողների համար հավելավճարներ՝ գործող չափերի 55-60 տոկոսի սահմաններում: Սահմանվում են այլ կարգավորումներ ևս:
