Оրեր առաջ միանգամից մի քանի ակումբ հայտնվեց հանրության ուշադրության կենտրոնում. ծեծկռտուք «Կալիֆորնիա» գիշերային ակումբում, իրացման նպատակով առերևույթ ապօրինի թմրամիջոցների շրջանառության դեպք «Պոլիգրաֆ» ակումբում: Քանի որ փաստացի շատ գիշերային ակումբներ վերածվել են թմրամիջոցների շրջանառության և կավատության յուրօրինակ որջի, ուշագրավ է քաղաքացիների կողմից վերջին շրջանում պարբերաբար ահագնացող ահազանգերը, ի մասնավորի՝ նաև «Շառլոտ Կաբարե» գիշերային ակումբից՝ աղմուկի, վիճաբանությունների և այլնի հետ կապված, հասկանալի է դառնում, որ այս ոլորտը շարունակում է կարոտ մնալ խորքային, համընդգրկուն կարգավորման:

Հատկապես անհասկանալի է, թե նույն ակումբը, օրենքի հետ բազմաթիվ խնդիրներ ունենալով, հենց քաղաքի սրտում ինչպես է շարունակում գործունեությունը։ Ակումբների գործունեությունը կարգավորող համապատասխան օրենքի ընդունումից հետո մի շարք համայնքների ավագանիների կողմից սահմանվեցին օբյեկտների տեղակայման պահանջներ: Մասնավորապես՝ Երևանի ավագանու 2020 թվականի դեկտեմբերի 12-ի թիվ 188-Ն որոշմամբ սահմանվել է, որ սահմանափակման ենթակա ծառայության օբյեկտները Երևան համայնքի վարչական տարածքում կարող են գտնվել որոշակի վայրերից (որոշման մեջ նշված է բավական պատկառելի ցուցակ) նվազագույնը 100 մետր հեռավորության վրա։ Սակայն, ըստ էության, շատ դեպքերում նորմերը չեն պահպանվում:

Օրինակ՝ մեր տեղեկություններով, Բաղրամյան պողոտայում գտնվող նույն «Շառլոտ Կաբարե» գիշերային ակումբը խնդիրներ ունի լիցենզավորման հետ, ինչի համար նույնիսկ տուգանվել է ոչ մեկ անգամ, նաև չի պահպանված վերը նշված՝ հեռավորության դրույթը: Մեր աղբյուրների փոխանցմամբ, այդ ակումբը գործում է Երևանի քաղաքապետարանի բարձրաստիճան պաշտոնյաներից մեկի հովանու ներքո: Ի դեպ, բնակիչներից ստացել ենք ահազանգեր, որ այդ ակումբը աշխատել է նույնիսկ ապրիլի 24-ին: Մենք հետևողական ենք լինելու՝ պարզելու, թե ինչպես է Երևանի սրտում համապատասխան օրենսդրության ու նորմատիվ ակտերի խախտումներով գործում նման ակումբ, ինչպես նաև ներկայացնելու այդպիսի այլ «օբյեկտներ»: Մյուս կողմից՝ կարևոր է հասկանալ, թե ովքեր են կանգնած նման ակումբների թիկունքին:

Ի վերջո, խնդիրը նույնիսկ միայն լիցենզիան չէ. հաշվի առնելով հատկապես գիշերային ակումբներին առնչվող պարբերական սկանդալները՝ կապված թմրանյութերի շրջանառության, մարմնավաճառության և այլնի հետ, պետք է նկատի ունենալ, որ «կռիշ» լինելով դրանց՝ պաշտոնյաները չափազանց մեծ վնաս են հասցնում հասարակությանը: Ի վերջո, պետք է նաև հասկանալ, թե ինչու է իրավապահ համակարգի հանցավոր անփութության կամ գիտակցված հովանավորչության ներքո ծաղկում թմրամիջոցների և թեթևաբարո աղջիկների «առևտուրը», և ինչու օրենքի ուժով այդ որջերը արմատախիլ չեն արվում...
