Ապրիլի 24-ին համայն հայությունը ոգեկոչում է Օսմանյան Կայսրությունում Հայոց Ցեղասպանության ավելի քան 1,5 մլն զոհերի հիշատակը։ 1915-1923 թթ. երիտթուրքերն ու քեմալական կառավարությունը մի քանի փուլով իրականացրեցին հայերի զանգվածային կոտորածներ ու բռնագաղթ։ Հայոց ցեղասպանությունը մասն էր Օսմանյան Կայսրության առաջնորդների որդեգրած պանթուրքիզմի քաղաքականության, որը նախատեսում էր նոր տարածքների բռնազավթում՝ բնիկ քրիստոնյա հայերի կոտորածների, թրքացման կամ բռնի տեղահանման միջոցով։

«20-րդ դարի առաջին ցեղասպանությունը կանխելու անկարողությունը և անպատժելիությունը, ցավոք, հետագայում հանգեցրեցին նոր ցեղասպանությունների իրականացման։ Այսօր էլ, այդ դաժան ոճրագործությունից ավելի քան մեկ դար անց, հայ ժողովուրդը կրկին կանգնած է նոր ցեղասպանության վտանգի առաջ։ Ադրբեջանի ավտորիտար իշխանությունները, Թուրքիայի օժանդակությամբ, շարունակում են հայության դեմ վարել ցեղասպան քաղաքականություն։ Դրա վառ վկայությունն է Թուրքիայի անթաքույց աջակցությունն ու անմիջական մասնակցությունը 2020 թվականի սեպտեմբերին Արցախի դեմ Ադրբեջանի սանձազերծած ռազմական ագրեսիային։ 44 օր տևած պատերազմի ընթացքում օկուպացվեց Արցախի Հանրապետության տարածքի զգալի մասը, իրականացվեցին բազմաթիվ պատերազմական հանցագործություններ և միջազգային մարդասիրական իրավունքի կոպտագույն խախտումներ, այդ թվում՝ խաղաղ բնակիչների և ռազմագերիների դաժան սպանություններ, գլխատումներ, սպանվածների մարմինների պղծում և այլ անմարդկային արարքներ։

Շարունակելով Արցախի հայաթափման ծրագիրը՝ Ադրբեջանն ավելի քան 4 ամիս շրջափակման մեջ է պահում Արցախի 120 հազար բնակչությանը՝ կանգնեցնելով նրան բնաջնջվելու կամ հայրենիքը հարկադրաբար լքելու երկընտրանքի առջև։ Միևնույն ժամանակ, իր ցեղասպան քաղաքականությունն առաջ մղելու նպատակով, Ադրբեջանը շարունակում է միջազգային հանրության աչքի առջև և կրկին լիակատար անպատժելիության և ամենաթողության մթնոլորտում բոլոր հնարավոր միջոցներով խախտել Արցախի ժողովրդի հիմնարար իրավունքները։

Հայոց ցեղասպանության իրագործումից ի վեր միջազգային հանրությունը պարտավորություն է ստանձնել և մշակել է համապատասխան գործիքակազմ՝ կանխարգելելու ցեղասպանությունները և մարդու իրավունքների զանգվածային խախտումները՝ դրանց կրկնությունը բացառելու նպատակով։ Այսօր հրամայական է ՄԱԿ-ի Անվտանգության խորհրդի կողմից այդ գործիքակազմի կիրառումն Արցախի ժողովրդի որպես այդպիսին ոչնչացումը կանխելու և նրա հիմնարար իրավունքները պաշտպանելու համար։

Վերստին գլուխ խոնարհելով Հայոց ցեղասպանության սուրբ նահատակների հիշատակի առջև՝ վերահաստատում ենք մեր հանձնառությունը պատմական արդարության վերականգնմանը»։
