Արցախի Հանրապետության նախագահ Արայիկ Հարությունյանը ուղերձով է հանդես եկել․
«Սիրելի՛ հայրենակիցներ,
Ամեն տարի ապրիլի 24-ին մենք ազգովի հիշում և ոգեկոչում ենք Հայոց ցեղասպանության անմեղ զոհերի հիշատակը, մեր 1.5 միլիոն սուրբ նահատակների, որ դարձան թուրքական յաթաղանի զոհ միայն այն բանի համար, որ հայ էին:
Մարդկության դեմ ուղղված այդ հրեշավոր ոճրագործությունը վաղեմության ժամկետ չունի: Եվ քանի դեռ այն չի ճանաչվել ու դատապարտվել ամբողջ քաղաքակիրթ աշխարհի կողմից, մենք կարող ենք ականատես լինել ցեղասպանության նոր դրսևորումների ամբողջ աշխարհում:
Այսօր Արցախը կանգնած է թուրք-ադրբեջանական հայատյաց ու ցեղասպանական քաղաքականության նոր և իրական վտանգների առջև: Մեծ Եղեռնից 108 տարի անց էլ հայը շարունակում է կենաց-մահու պայքար մղել իր հայրենիքում ազատ ու անկախ ապրելու, սեփական իրավունքներն ու ազատությունները, ազգային շահերն ու արժանապատվությունը պաշտպանելու համար:
134 օր շարունակվող շրջափակման մեջ պահելով Արցախի 120 հազար խաղաղ բնակչությանը, տասնյակ հազարավոր երեխաների ու ծերերի, ոտնահարելով միջազգային իրավունքի բոլոր նորմերն ու սկզբունքները, անտեսելով միջազգային հանրության հորդորները և ՄԱԿ-ի Արդարադատության միջազգային դատարանի որոշումը՝ Ադրբեջանի բռնապետական իշխանությունները փորձում են ծնկի բերել մեր ժողովրդին:
Սակայն մենք անդրդվելի ենք ու վճռական Արցախը միշտ հայկական ու անառիկ պահելու ճանապարհին: Մենք այլընտրանք չունենք։ Հայը չի կարող նորից հայրենիք կորցնել, դառնալ տարագիր ու սփռվել աշխարհով մեկ: Մենք պետք է դասեր քաղենք անցյալից ու միասնաբար կերտենք հայ ժողովրդի ապագան՝ այսօր և այստեղ:
Պահն օրհասական է, լինել-չլինելու հարց է ոչ միայն Արցախի, այլև՝ հայոց պետականության համար: Այսօր քան երբեւէ պետք է խոսքից անցնել գործի։ Համազգային պատասխանատվության, արժանապատվության, պահանջատիրության պահն է՝կանգնել Արցախի կողքին և կանխել նորանոր համազգային ողբերգություններն ու ձախողումները։
Ուստի, ապավինելով Մայր Հայրենիքին, աշխարհասփյուռ հայությանը և օտարերկրյա բարեկամներին՝ մենք բոլոր կազմակերպություններին ու սրտացավ անձանց խնդրում ու հորդորում ենք կիրառել բոլոր հնարավոր գործիքակազմերը ի պաշտպանություն Արցախի մաքառող ժողովրդի՝ հանուն հայոց համազգային շահերի և համամարդկային արժեքների:
