Հայաստանի Անվտանգության խորհրդի քարտուղար Արմեն Գրիգորյանը ՍիվիլՆեթի Արշալույս Մղդեսյանի հետ զրույցում խոսել է ապրիլի 11-ին Տեղ գյուղում հայ-ադրբեջանական մարտերի, քաղաքական պատասխանատվության, Եվրամիության դիտորդների աշխատանքի արդյունավետության, սահմանին ՀԱՊԿ-ի դիտորդների տեղակայման հնարավորության և Ռուսաստանի առաջարկի մասին:
Անդրադառնալով Տեղ գյուղում տեղի ունեցած ադրբեջանական սադրանքին, Արմեն Գրիգորյանը նշել է․ «Ադրբեջանը, ամենայն հավանականությամբ, պատրաստվում է մեծ էսկալացիայի․․․ Տեղ գյուղի մոտ տեղի ունեցած միջադեպը նախապես ծրագրված էր և հենց այդ տրամաբանության մեջ էր»,- ասել է նա։
Ինչ վերաբերում է ՌԴ ԱԳՆ խոսնալ Մարիա Զախարովայի այն հայտարարությանը, թե եվրոպացիներն իրենց ներկայությամբ ապակայունացնում են իրավիճակը, ապա Արմեն Գրիգորյանը նկատել է, որ ռուսական ներկայությունը մեր սահմաններին 1990-ականներից է, և ապակայունացման բազմաթիվ դեպքեր եղել են։
«Լեռնային Ղարաբաղի հարցում մեր նպատակն է ստեղծել միջազգային մեխանիզմ, որի շրջանակներում կկայանա Բաքու-Ստեփանակերտ երկխոսությունը՝ Լեռնային Ղարաբաղում բնակվող հայերի իրավունքների և անվտանգության հարցերի շուրջ։ Բայց Ստեփանակերտն ինքը պետք է ձեւակերպի, թե ինչ է համարում անվտանգության երաշխիք»,- ասել է նա։ Գրիգորյանը նաև նշել է️, որ իրենք երբեք չեն քննարկել «ղարաբաղցիների վերաինտեգրման» հարցը Ադրբեջանի հետ։
Իր խոսքով՝ Լեռնային Ղարաբաղում միջազգային ներկայության անհրաժեշտություն կա, քանի որ, չնայած ռուսական ներկայությանը, անվտանգության շատ հարցեր չեն լուծվում։
«2020 թվականի պատերազմից հետո Հայաստանի անվտանգության միջավայրը հայտնվել է շատ խոցելի պայմաններում, բայց նույնիսկ այդ պայմաններում մենք Ռուսաստանի հետ խոսել ենք և պայմանավորվածություններ ենք ձեռք բերել, օրինակ, որ Հայաստանի սահմանը կարմիր գիծ է և այլն։ Դրանից հետո՝ 2021-ին Հայաստանի վրա 2 հարձակում է եղել, նկատի ունեմ մայիսին և նոյեմբերին, և մեր առջև խնդիր է առաջանում մեր անվտանգային միջավայրի մասին մտածելու․․․Մենք բազմիցս դիմել ենք ՀԱՊԿ-ին, և երբ օգնություն չենք ստացել, միայն այդ ժամանակ ենք փորձել այլընտրանքներ փնտրել։ Եվ նրանք, ովքեր մեզ մեղադրում են, որ մենք արտաքին քաղաքականություն են փոխում, ես առաջինը իրենց կմեղադրեի, կասեի՝ դուք մտածեք, մենք ձեզ ենք առաջինը ասել։ Երբ տեսնում ենք՝ չեք լուծում, մենք գնում ենք մեր անվտանգության խնդիրները լուծելու»,- ասել է նա։
