ՌԴ առաջարկը ՀԱՊԿ դիտորդներ/խաղաղապահներ ՀՀ առաջնագծում տեղակայելու և ռազմատեխնիկական համագործակցության նոր փաթեթի վերաբերյալ ուշագրավ վիճակ է ստեղծել:
Թե ինչ է իրենից ներկայացնում ՀԱՊԿ ռազմատեխնիկական աջակցության ծրագիրը, կողմերից որևէ մեկը փակագծեր չի բացում:
Երկրորդ, պետք է հասկանալ, թե ինչ առաջարկ է արվել ՀՀ իշխանությանը ՀԱՊԿ դիտորդների կամ խաղաղապահների տեղակայման վերաբերյալ, արդյո՞ք մանրամասներ կան նրանց մանդատի, գործառույթների և հնարավոր տեղակայումների վերաբերյալ:
Սա չափազանց կարևոր է հասկանալ, որովհետև իր հետ մեծ թվով հարցադրումներ է բերելու:
Եթե առաջարկվող ռազմատեխնիկական փաթեթը ՀՀ-ի համար կենսական կարևորություն ներկայացնող սպառազինություն և տեխնիկա է ենթադրում, իսկ ՀԱՊԿ ներկայությունը կարող է զսպող գործոն դառնալ, ապա ինչու այն նվազագույնը քննարկման առարկա չի դառնում:
