ԱՄՆ-ի հետախուզական հանրությունը վերջնականապես ճանաչել է Ադրբեջանը որպես Հարավային Կովկասում խաղաղության առաջնային սպառնալիք՝ Կոնգրեսի կողմից Կոնգրեսի օրենսդրական ղեկավարության միջոցով պահանջվող հետախուզական զեկույցում: Ադամ Շիֆը (D-CA) և քաղաքացիական հասարակությունը աջակցում են Ամերիկայի Հայ դատի հանձնախմբին (ANCA):

«Մեր ամերիկյան հետախուզական համայնքը հաստատում է այն, ինչ մենք գիտենք, որ ճիշտ է, որ Ադրբեջանը ագրեսորն է», – հայտարարել է ANCA-ի գործադիր տնօրեն Արամ Համբարյանը: «Ազգային հետախուզության տնօրենի այս վերջնական բացահայտումը ոչնչացնում է Պետդեպարտամենտի երկարամյա կեղծ հավասարության պատմությունը՝ ընդդեմ բոլոր ապացույցների, որը քաջալերում է Ալիևի ագրեսիան՝ պատասխանելով ադրբեջանական յուրաքանչյուր նոր հարձակմանը ընդհանուր կոչերով, անեմիկ խնդրանքներով բոլոր կողմերին՝ զերծ մնալ բռնությունից, պաշտպանել տևական և ժողովրդավարական խաղաղության գործը»:
 

Այս շաբաթվա սկզբին հրապարակված զեկույցում, որը պատրաստվել է Ազգային հետախուզության տնօրենի գրասենյակի (ODNI) կողմից, նշվում է, որ «Հարավային Կովկասի տարածաշրջանում Ադրբեջանն այն երկիրն է, որն ամենահավանականն է վերսկսելու լայնածավալ հակամարտությունը՝ ձգտելով ամրապնդել և ընդլայնել այն ձեռքբերումները, որոնք նա ունեցել է 2020 թվականին Լեռնային Ղարաբաղի վիճելի տարածքի շուրջ Հայաստանի դեմ ռազմական գործողության արդյունքում»։

Զեկույցը շարունակվում է. «Ադրբեջանը 2022 թվականի սեպտեմբերի կեսերին համատարած գրոհ է նախաձեռնել Հայաստանի հետ միջազգային սահմանի երկայնքով՝ հարվածելով մինչև 25 մղոն Հայաստանի տարածք։ Սեպտեմբերի 14-ին ձեռք բերված հրադադարը հիմնականում պահպանվում է, բայց կարող է հեշտությամբ խարխլվել, քանի որ կողմերից յուրաքանչյուրը շարունակում է միմյանց մեղադրել ծանր հրետանի կրակելու մեջ: Չնայած սեպտեմբերյան բռնություններին, որոնց ընթացքում զոհվել է առնվազն 207 հայ և 80 ադրբեջանցի զինվոր, միջազգային միջնորդությամբ վերսկսվել է դիվանագիտական ​​գործունեությունը, որը, մեր գնահատմամբ, օգնում է նվազեցնել հետագա էսկալացիայի ռիսկը»։
