«Փաստ» օրաթերթը գրում է
ko.ru–ն «Քաղաքագետը բացատրել է երեք երկրների հետ ռոումինգի վերացումը» վերնագրով հոդվածում գրում է, որ Ռուսաստանը, չեղարկելով միջազգային բջջային ռոումինգը Հայաստանի, Ղազախստանի և Ղրղզստանի հետ, չի փորձում որևէ մեկին ինչ-որ բան ցույց տալ կամ ապացուցել, դա ողջախոհության հետ է կապված: Այս մասին ko.ru–ի հետ զրույցում ասել է քաղաքագետ Ալեքսեյ Մարտինովը։ «Այդ քայլի նպատակն է նվազեցնել ֆինանսական բեռը այն զբոսաշրջիկների և գործարարների վրա, որոնք ակտիվ ճանապարհորդում են այդ երկրների միջև»,- պարզաբանել է փորձագետը։
Բացի այդ, այժմ շատ ընկերություններ, այդ թվում՝ ՏՏ ոլորտի, պատժամիջոցներից խուսափելու համար իրենց գրասենյակները տեղափոխել են հարևան երկրներ, հիշեցրել է նա։ Մարտինովը հավելել է, որ Հայաստանը, Ղրղզստանը և Ղազախստանը գտնվում են Ռուսաստանի հետ ընդհանուր տնտեսական ինտեգրացիոն տարածքում։ «ԵՄ–ի հետ համեմատություններն այստեղ տեղին են, կապի և հաղորդակցության ոլորտում ԵՄ երկրները նմանատիպ համաձայնագրեր ունեն», - ասել է քաղաքական գործիչը: Ռուսաստանի և երեք երկրների այս նախաձեռնությունը քննարկվել է դեռ 5 տարի առաջ, դրա իրավական հիմքը նույնպես վաղուց է հայտնի, և ներկայում այդ ամենում քաղաքական ենթատեքստ չկա, ընդգծել է փորձագետը։
«Նախկինում դրան հնարավոր չէր հասնել օպերատորների ագահության պատճառով, հենց նրանք էին ռոումինգը չեղարկելու փոխարեն առաջարկում տարբեր արտոնություններ, զեղչեր և այլ խրթին սխեմաներ և հետաձգում պահը», - ասել է Մարտինովը: Ի վերջո, ըստ նրա, կողմերը խոսակցությունից անցել են գործի, և այդ գործընթացը ստացել է իր տրամաբանական սկիզբը։ «Եվրոպայում ևս, ի դեպ, հեռահաղորդակցության խոշոր ընկերությունները երկար ժամանակ խոչընդոտում էին նման գործընթացը, քանի որ չէին ցանկանում լրացուցիչ գումարներից զրկվել։ Իրավիճակները շատ նման են»,- ասել է նա:
Միևնույն ժամանակ, Հայաստանի կողմից Միջազգային քրեական դատարանի վերաբերյալ Հռոմի կանոնադրությամբ ամրագրված պարտավորությունները Սահմանադրությանը համապատասխան ճանաչելը, ինչպես նաև Ռուսաստանի ԱԳՆ-ի քննադատությունն այդ հարցի վերաբերյալ ոչ մի կերպ կապված չեն ռոումինգի վերացման հետ, ընդգծել է քաղաքագետը։ «Երևանի գործողությունները չեն կարող ազդել այդ նախաձեռնության վրա, դա նման է քառակուսու և աղի տարբերությունը քննարկելուն»,- ամփոփել է Մարտինովը։ Ավելի վաղ հայտնի էր դարձել, որ Ռուսաստանը նախատեսում է մինչև 2025 թվականը չեղարկել միջազգային բջջային ռոումինգը ԵԱՏՄ երեք երկրների հետ։ Գործընթացը տեղի կունենա մի քանի փուլով: Առաջին փուլը ներառում է բջջային օպերատորների կողմից իրենց ցանցերում խարդախության ճնշումը:
