«Փաստ» օրաթերթը գրում է

Ներքին գործերի նախարարությունն առաջարկում է փոփոխություններ և լրացումներ կատարել «Ճանապարհային երթևեկության անվտանգության ապահովման մասին» օրենքում: Գործող իրավակարգավորումներով նախատեսված է հաշվառման համարանիշերի 3 տեսակ՝ հերթական, ցանկալի, մեծ պահանջարկ ունեցող: Այդ համարանիշերը հատկացվում են ՀՀ օրենսդրությամբ սահմանված պետական տուրքի վճարման դիմաց, իսկ վերջին երկուսի դեպքում՝ ըստ հաշվառող անձի նախընտրության և կապված կոնկրետ համարանիշի չափորոշիչից, դրա օգտագործելու առաջնահերթության իրավունքը ձեռք բերելու համար նաև կառավարության 2020 թ.-ի թիվ 1496-Ն որոշմամբ հաստատված հավելվածով սահմանված գումարի վճարման դիմաց (վճարը կազմում է սկսած 36,000 դրամից մինչև 8.000.000 դրամ)։

Ըստ նախարարության, նվազում է «մեծ պահանջարկ ունեցող» հաշվառման համարանիշեր ձեռք բերելու պահանջարկը, իսկ քաղաքացիներից ստացված դիմումների և գերատեսչության ուսումնասիրությունների արդյունքում պարզ է դարձել, որ քաղաքացիների համար առավել մեծ հետաքրքրություն են ներկայացնում առավել գեղեցիկ և բարձր արժեք ունեցող համարանիշերը, ուստի ներկայացվել է այս նախագիծը: Միջազգային փորձի ուսումնասիրությունը ցույց է տվել, որ մի շարք երկրներում՝ Հնդկաստանում, Չինաստանում, Անգլիայում, Տաջիկստանում և այլն, համարանիշերի առանձին տեսակների (սուպեր համարներ, ցանկալի համարներ, գեղեցիկ համարներ և այլն) ձեռք բերման համար նախատեսված է աճուրդային կարգ:

Այսպիսով, նախագծով առաջարկվում է նախատեսել նոր տեսակի չափորոշիչ ունեցող համարանիշ, որն իր արժեքով և տառերի ու թվերի համադրությունների արդյունքում կտարբերվի «մեծ պահանջարկ ունեցող» համարանիշերից և որոնց օգտագործելու առաջնահերթության իրավունքը ստանալու համար կիրականացվի աճուրդ։ Նախարարությունը նաև հավելում է, որ նախագծի ընդունմամբ ակնկալվում է պետբյուջեում ծախսերի էական ավելացում, սակայն այս փուլում հնարավոր չէ կանխատեսել այդ չափը, քանի որ նախագծի ընդունումից հետո կառավարության նոր որոշմամբ պետք է սահմանվեն տրանսպորտային միջոցների հաշվառման հատուկ համարանիշերի չափորոշիչները, դրանց հատկացման աճուրդների անցկացման կարգը, ինչպես նաև ներքին գործերի նախարարի հրամանով տրանսպորտային միջոցների հաշվառման հատուկ համարանիշերի աճուրդային մեկնարկային գները։
