«Մոսկվան ակնկալում է, որ ՀԱՊԿ մյուս անդամների հետ Երևանի փոխգործակցության բնույթի վերաբերյալ վնասակար քննարկումները կդադարեն, և այդ կապակցությամբ ծագած հարցերը կառուցողական լուծում կստանան», - այս մասին չորեքշաբթի օրը հայտարարել է ՌԴ փոխարտգործնախարար Միխայիլ Գալուզինը` RTVI-ին տված հարցազրույցում։
«Հուսով ենք, որ «ով որտեղից է գալիս» թեմայով վնասակար քննարկումները կդադարեն, և ՀԱՊԿ-ի շրջանակներում Երևանի հետ փոխգործակցության բոլոր հարցերը, այդ թվում՝ կազմակերպության դիտորդական առաքելության տեղակայումը Հայաստանի տարածքում, կդադարեն և կլուծվեն կառուցողական և փոխշահավետ ձևով։
Մենք բաց քննարկում ենք հայկական կողմի ունեցած բոլոր մտահոգությունները ՀԱՊԿ-ում առկա փոխգործակցության ձևաչափերի շրջանակներում ՝ Մշտական խորհրդի նիստերից մինչև Հավաքական անվտանգության խորհուրդ, որը կազմակերպության բարձրագույն մարմինն է ։ Մեր կողմից վերահաստատում ենք մեր պատրաստակամությունը ՝ իրագործելու հայ-ադրբեջանական սահմանին ՀԱՊԿ առաքելության տեղակայման ծրագրերը ՝ ի շահ Հայաստանի անվտանգության ապահովման, ինչպես նաև այլ օգնության միջոցներ, որոնք ամրագրված են Հանրապետությանը օգնություն ցուցաբերելու մասին ՀԱՊԿ Հավաքական անվտանգության խորհրդի որոշման համապատասխան նախագծում: Պատրաստ ենք այդ աշխատանքին ճիշտ նույն չափով, ինչ Հայաստանը։
Իսկ ինչ վերաբերում է, ինչպես Դուք եք ասում, «դժվարություններին» ՀԱՊԿ շրջանակներում, ապա առանց դրանց չի կարող ոչ մի միջազգային կառույց, որը զբաղվում է իրական գործնական աշխատանքով ՝ ի շահ նրա բոլոր անդամների։ Այսօրվա դրությամբ կազմակերպությունում ծավալվել է իր երկրների ղեկավարների 2022 թվականին կայացած հանդիպումների ժամանակ ընդունված որոշումների իրականացման ինտենսիվ գործընթաց։ Մեծ մասամբ Հայաստանի նախագահության շնորհիվ քիչ բան չի արվել մեր հավաքական անվտանգության մարտահրավերներն ու սպառնալիքներն արտացոլելու ՀԱՊԿ կարողությունների զարգացման համար; Կցանկանայի ընդգծել, որ ձեռք բերված արդյունքները հնարավոր չէին լինի առանց բոլոր անդամ պետությունների համակարգված, արդյունավետ և շահագրգիռ աշխատանքի։
Այժմ ակտիվ նախապատրաստություններ են ընթանում մայիս-հունիս ամիսներին նախատեսված ՀԱՊԿ արտաքին գործերի և պաշտպանության նախարարների խորհուրդների, անվտանգության խորհուրդների քարտուղարների կոմիտեի հերթական նիստերի համար: Օրակարգը բավականին հագեցած է, ինչը վկայում է գոտում անվտանգության և կայունության ապահովման հարցերի լուծման հարցում կազմակերպության մեծ պահանջարկի մասին նրա պատասխանատվությունը:
ՀԱՊԿ շրջանակներում փոխգործակցության ամրապնդման այս և այլ հարցեր շահագրգիռ քննարկման առարկա են դարձել նախարարներ Սերգեյ Լավրովի և Արարատ Միրզոյանի ՝ 2023 թվականի մարտի 20-ին Մոսկվայում կայացած հանդիպման, ինչպես նաև ՀԱՊԿ գլխավոր քարտուղար Իմանգալի Տասմագամբետովի ՝ վերջերս Երևան կատարած այցի ընթացքում»,- ասել է նա ։
