Արտակ Զաքարյանը ֆեյսբուքյան իր էջում գրում է.
Առնվազն մի 300-500 լիտր բենզինի ծախս: Երևի մի 50-70 «թիկնապահի, անվտանգության և ուղեկցող ոստիկանության ծառայողների աշխատավարձի հավելավճար կտան` կիրակի օրը դավաճանին փողոցներում հսկելու համար: Մի 5-10 մարդու (արարողակարգ, ֆոտո-տեսա նկարահանող խումբ, օգնականներ և այլն) կրկին ոչ աշխատանքային օրվա համար կստանան պարգևավճար կամ հավելավճար և այս ամենը պետական բյուջեի հաշվին: Ամենահամեստ հաշվարկներով, պետական բյուջեն կիրակի օրով կորցրեց (մսխվեց) 1-ից 1,5 միլիոն դրամ միայն այն բանի համար, որ կապիտուլյանտը ինչ-որ անհայտ վայրում իբրև թե աղբ է հավաքում ինչ-որ ռելոկատորների հետ` բացառապես հայրենիքի ղադրը չիմացող անուղեղ զանգվածի էժանագին «հիացմունքը» ստանալու համար:
Այդ ընթացքում թշնամին Շուշի-Լիսագոր հատվածում զավթել և ամրացել է նոր դիրքերում, իսկ Սիսիանում ծաղկում է ընտրախախտումային պրակտիկան` բացահայտ ուղղորդումներով ու վախի մթնոլորտով:
