ԱԺ մարդու իրավունքների պաշտպանության և հանրային հարցերի մշտական հանձնաժողովի նախագահ Թագուհի Թովմասյանը գրում է. 

«Թշնամին ավելի ինտենսիվ է դարձրել կրակոցները՝ ՀՀ սահմանին մահացու վիրավորելով հայ զինվորի, կրակ բացելով Արցախի խաղաղ բնակիչների վրա և կրկին արգելափակելով գազամատակարարումը դեպի Արցախ. ԱՀԱԶԱՆԳ միջազգային գործընկերներիս։ 

Մարտի 22-ին, Երասխի հատվածում տեղակայված մարտական դիրքում հակառակորդի կրակոցից հրազենային մահացու վիրավորում է ստացել զինծառայող Արշակ Սերյոժայի Սարգսյանը: 

Նույն օրը Արցախի Ճարտար քաղաքի բնակիչներ Հ. Հարությունյանը, Ա. Ղահրամանյանը, Մ.Ջիվանյանը, Գ.Ղուկասյանը, Կ.Դավթյանը, Ա.Ադամյանը և Դ.Դավթյանը, Ճարտարի վարչական տարածքում գտնվող «Կլազին ձոր» կոչվող տեղամասում գտնվող խաղողայգիներում գյուղատնտեսական աշխատանքներ կատարելիս, հայտնվել են ադրբեջանական զինուժի կողմից արձակված կրակի թիրախում: 

Խաղողայգիներին հարակից ադրբեջանական մարտական դիրքերից, քաղաքացիական անձանց ուղղությամբ հրաձգային տարբեր զինատեսակներով անկանոն կրակ է բացվել, ինչի հետևանքով դադարեցվել են գյուղատնտեսական աշխատանքները: 
Ադրբեջանը միաժամանակ կրկին արգելափակել է Հայաստանից Արցախ մտնող միակ գազատար խողովակը։ 
Այսպիսով Ադրբեջանը խախտում է թե նոյեմբերի 9-ի հայտարարության պայմանավորվածությունները, թե միջազգային իրավունքի մի շարք սկզբունքներ ու նորմեր։ 


Հրատապ գրություններ եմ ուղարկել միջազգային բոլոր գործընկերներիս՝ ահազանգելով Ադրբեջանի կողմից միջազգային իրավունքի կոպտագույն խախտումների մասին, խնդրելով ձեռնարկել բոլոր հնարավոր կանխարգելիչ միջոցները՝ զսպելու Ադրբեջանի հանցավոր գործողությունները»:
