Պետական գույքի կառավարման կոմիտեն առաջարկում է լրացումներ և փոփոխություններ կատարել կառավարության 2005 թ. ապրիլի 28-Ի N 562-Ն որոշման մեջ: Սա պայմանավորված է պետգույքի հաշվառման համակարգն արդիականացնելու անհրաժեշտությամբ, քանի որ գործող որոշմամբ գրանցամատյանում ներառվող գույքի բնութագրիչները և տեղեկատվությունը հստակեցման ու լրացման կարիք ունեն: Նախագծի ընդունմամբ կբարելավվի հաշվառման օպերատիվությունը, կբարձրանա հավաստիության մակարդակը, կավելանա համակարգից օգտվողների թվաքանակը, այն կդառնա ավելի մատչելի ու դինամիկ:

Հաշվառման համակարգը հնարավորություն կընձեռնի ծառայողական տրանսպորտային միջոցների վերաբերյալ ստանալ մանրամասն տեղեկություններ: Հաշվառման և գրանցամատյանի վարման միասնական սկզբունքները նախագծով տարածվում են նաև պետական մարմիններին ենթակա կազմակերպաիրավական բոլոր սուբյեկտներին (ՊՈԱԿ-ներ, հիմնադրամներ, 100 տոկոս պետական մասնակցության ՓԲԸ-ներ և այլն) սեփականության իրավունքով պատկանող տրանսպորտային միջոցների վրա, որի վերաբերյալ տեղեկատվությունը նույնպես պետք է արտացոլվի պետգույքի էլեկտրոնային հաշվառման գրանցամատյանում։ Նախագծով հաշվառման համակարգը հնարավորություն կընձեռի կատարելու ֆիլտրման հարցումներ չկառուցապատված հողամասի անհրաժեշտ պարամետրերի վերաբերյալ, ինչպես նաև գործող հաշվառման համակարգի համապատասխան ծրագրային փոփոխություններ։

Առաջարկվում է նաև որոշակի շտկումներ կատարել գործող որոշման մեջ, մասնավորաբար՝ շինության ավարտվածությունը համապատասխանեցնել 2019 թ.-ի նոյեմբերի 19-ին ընդունված «Անշարժ գույքի հարկով հարկման նպատակով անշարժ գույքի շուկայական արժեքին մոտարկված կադաստրային գնահատման կարգը սահմանելու մասին» ՀՕ-225-Ն-ի պահանջներին և ՀՀ ՏԿԵ նախարարության անվանման հետ։ Այսպիսով` ներկայացված նախագծով նախատեսվում է պետգույքի հաշվառման համակարգն արդիականացնել, համապատասխանեցնել գործող օրենսդրությանը։ Արդյունքում կավելանա գույքի վերաբերյալ ամբողջականությունը, հաշվեկշիռ ընդունված չկառուցապատված հողամասերի վերաբերյալ տեղեկատվությունը, ինչպես նաև գույքի հետագա տնօրինման արդյունավետությունը։
