Չեչնիայի սահմանադրության ընդունումը հանրապետության պատմության գլխավոր իրադարձությունն է, որը մեր կյանքը բաժանել է «առաջ և հետոյի», - գրել է տարածաշրջանի ղեկավար Ռամզան Կադիրովը Telegram-ի իր ալիքում։
2003 թվականի մարտի 23-ին Չեչնիայում տեղի ունեցած համաժողովրդական հանրաքվեի ժամանակ ընդունվեց հանրապետության սահմանադրությունը։ Նոր սահմանադրության վրա աշխատանքներն իրականացվել են Չեչնիայի սահմանադրական հանձնաժողովի կողմից և ավարտվել 2002 թվականի հուլիսի 10-ին։ Հիմք է ընդունվել հանրապետության վարչակազմի ղեկավար Ախմաթ Կադիրովի առաջարկած տարբերակը։
«Չեչնիայի Հանրապետության Սահմանադրության ընդունումը, իհարկե, մեր պատմության ամենակարեւոր իրադարձությունն է: Այս օրը մեր կյանքը բաժանեց առաջ և հետոյի, ամրապնդեց տարածաշրջանի դիրքերը՝ որպես ուժեղ տերության մաս, և որոշեց հետագա զարգացման վեկտորը։ Հանրաքվեի անցկացման որոշումը, որը շատերի համար կասկածելի էր, համախմբեց հուսահատ ժողովրդին։ Արդյունքները ցրեցին բոլոր հակասությունները»,- գրել է Կադիրովը։
Նա հիշեցրել է նաև, որ ավազակների՝ ժողովրդին ահաբեկելու փորձերը վերածվեցին իսկական ընդվզման։
«Հասարակությունը հակադրվեց ահաբեկչությանը, որը խորը արմատներ է գցել հանրապետության տարածքում։ Այդ պահից սկսվեց հանցավոր կայսրության անխուսափելի փլուզումը»,- հավելել է Կադիրովը։
